The Vice Chairman of Ninh Thuan province requested that the contractor for package number 22, Cuong Thinh Thi Construction Investment Group Joint Stock Company, complete the construction of the entire concrete dam before September 10, 2024.
Regarding the progress of the Than River Reservoir Project, according to the report from the Project Management Board for Investment and Construction of Agricultural and Rural Development Projects (the investor), as of early August, the total volume of construction work completed has reached approximately 94%.
Regarding package number 22, the construction unit has basically completed the earth dam, deep discharge culvert combined with diversion channel, auxiliary dam 1, auxiliary dam 2, reservoir connecting canal, reservoir flood bypass road, control building, etc.; however, the progress of the concrete dam construction package is still behind schedule.
Although the Ninh Thuan Provincial People's Committee has allocated sufficient funds, the contractor, Cuong Thinh Thi Construction Investment Group Joint Stock Company, has not been proactive in the construction process; the mobilization of manpower, equipment, and materials has not met the requirements to accelerate progress and complete the project according to the plan.
At the project progress inspection on August 6, 2024, Mr. Trinh Minh Hoang, Vice Chairman of the Ninh Thuan Provincial People's Committee, stated that the project now faces almost no obstacles related to land clearance, and the province has allocated sufficient funds for the project. Therefore, there is no reason why the project should not be accelerated.
With the goal of completing and putting it into operation in 2024, the Vice Chairman of Ninh Thuan province requested the construction contractor to increase working hours to accelerate the construction progress, making up for the delayed construction volume to complete the entire concrete dam before September 10, 2024; at the same time, he requested the construction contractor to make a commitment regarding the implementation schedule.
Mr. Hoang also requested that the consulting and supervision unit and the investor allocate personnel to supervise and monitor the work. If the contractor continues to be negligent and fails to meet the construction schedule, they should immediately report to the leaders of the Ninh Thuan Provincial People's Committee for appropriate action in accordance with regulations.
The Than River Reservoir Project has a reservoir capacity of 85.04 million m3 of water, with an initial implementation period of 2017-2020, which was later adjusted to 2018-2022.
Regarding the project's funding, according to the report of the Economic and Budget Committee of the Ninh Thuan Provincial People's Council, the project has a total investment capital of VND 1,041,659 million from the central government budget. The total capital allocated by the end of 2020 was VND 925,669 million; of which VND 254,782 million was from the 2018 capital plan, which was allowed to be carried over to 2022.
As of December 31, 2022, 181,224 million VND of the extended funds had been disbursed, while the remaining 73,558 million VND, which had not yet been approved for extension, was returned by Ninh Thuan province to the central government budget.
Thus, the total disbursed capital of the project by the end of 2020 was 833,658 million VND; while the medium-term plan for 2021-2025 allocated 138,673 million VND to the project, leaving a shortfall of 68,327 million VND.
Due to the urgent need for the project to be completed by September 2024 to maximize its effectiveness and ensure the safety of the structure before the flood season, on May 30, 2024, the Ninh Thuan Provincial People's Council issued Resolution No. 20 allocating 68,341 million VND from the local budget to the project from the medium-term and 2024 plans.
