Ninh Binh has just officially announced the Project to Adjust the General Urban Planning until 2040, with the ambition to turn the locality into a regional cultural and eco-tourism center. The province has clearly identified the key driving forces to promote sustainable economic growth in the future. This is considered a strategic step to maximize the strengths of the province's geographical location, infrastructure and human resources.

Ninh Binh announced the Project to adjust the Ninh Binh Urban Master Plan to 2040 approved by the Prime Minister in Decision No. 668/QD-TTg dated March 26, 2025.

Planning to expand development space

According to the newly announced planning, the scope of adjustment of Ninh Binh urban area will include the entire administrative boundary of Ninh Binh city, Hoa Lu district and part of Gia Vien, Yen Mo, Yen Khanh, Tam Diep and Nho Quan districts, with a total area of ​​up to 23,242 hectares. This is the largest-scale planning adjustment ever, demonstrating the determination to create a completely new look for Ninh Binh urban area.

The province will develop urban areas according to a modern and sustainable model, including 5 key areas: Trang An heritage area, central urban area, rural area, western tourist urban area and southern logistics service industrial area. Each area has clearly defined functions, ensuring harmony between heritage conservation, urban and industrial development.

It is forecasted that by 2040, Ninh Binh's urban population will reach about 540,000 - 560,000 people, of which the permanent population will be about 430,000 - 440,000 people, the rest will be the converted population, mainly from tourism and logistics services. This is the basis for the province to focus on investing in strongly developing the synchronous transport infrastructure and social infrastructure system, continuing to attract investment to promote strengths in industrial production, especially supporting industries, contributing to creating momentum to promote socio-economic development.

Infrastructure ready to welcome large investors and strong business support policies.

According to the planning orientation, the whole Ninh Binh province has 24 industrial clusters with a total planning area of ​​about 1,254 hectares. Focusing on attracting investment in production and development in fields such as mechanical engineering, automobile assembly, electronics, garment and new materials.
