The dollar edged up but was still on track for its biggest two-month decline in more than 20 years, as Germany's fiscal spending plans boosted the euro, while U.S. economic policies undermined investor confidence in the greenback, Reuters reported.

The common currency surged in early March as German parties, after decades of austerity, reached a deal to sharply increase public spending, boosting growth expectations for the euro zone's largest economy.

In early April, investors flocked to safe-haven currencies like the Japanese yen and Swiss franc, as well as the euro, when US President Donald Trump announced tariffs.

The U.S. dollar index (DXY), which measures the greenback against a basket of other currencies, rose 0.25% to 99.28 on Tuesday after falling 0.58% the previous day. The index is on track to fall 7.7% in March and April, its biggest two-month decline since May 2002.

The dollar received support from reports that the Trump administration could ease planned tariffs, although investors were also concerned about the lack of progress in de-escalating the US-China trade conflict.

“Our data shows continued outflows from bonds and equities last week despite the recovery in US asset prices,” said George Saravelos, head of global FX research at Deutsche Bank. “What we think is important for the USD is the actions of foreign investors and so far, based on our analysis, the evidence suggests that they are still ‘boycotting’ US assets. ‘Boycotting’ here means investors are refusing to buy certain assets due to negative sentiment.”
