On the afternoon of August 14th, Prime Minister Pham Minh Chinh chaired a conference summarizing 10 years of implementing Directive No. 40 of the 11th Party Central Committee on strengthening the Party's leadership over social policy credit.
Social policy funding increased significantly, supporting 21 million poor households.
According to the report, over the past 10 years, 238,338 billion VND has been mobilized, bringing the total social policy credit capital to 373,010 billion VND, an increase of 2.8 times compared to before the implementation of the directive, with an average annual capital growth rate of 10.8%.
With significant resources mobilized, social policy credit has supported over 21 million poor households and policy beneficiaries with loans totaling 733,152 billion VND. This has met the objectives of expanding eligibility, increasing loan amounts, contributing to livelihoods, creating jobs, improving people's lives, preventing usurious lending, and helping to ensure social security, order, and safety.
Consequently, the poverty rate decreased from 14.2% to 4.25% during the 2011-2015 period; from 9.88% to 2.23% during the 2016-2021 period, and further to 2.93% by the end of 2023 (according to the multidimensional poverty standard).
Prime Minister Pham Minh Chinh assessed that the results achieved after more than a decade of the entire political system joining hands have made social policy credit a "bright spot" and a "pillar" in the system of poverty reduction and social security policies.
However, there are still shortcomings and limitations, such as a capital structure that is not truly rational and does not ensure sustainability. Entrusted capital in some provinces is still limited and not commensurate with the potential and strengths of socio-economic development in those localities.
Some credit policies, despite adjustments to increase loan limits, are still being implemented slowly (e.g., the rural clean water and sanitation credit program, loans for disadvantaged areas...).
Therefore, the key solution for the future is to continue defining social policy credit. Practical experience has proven that the organizational model and credit management methods implemented by the Social Policy Bank over the past 20 years are appropriate.
Therefore, it is necessary to finalize the decree on the organization and operation of banks as soon as possible; effectively implement management work, and improve the quality of operations.
Allocate funds for social policies.
Prime Minister Pham Minh Chinh directed central ministries and agencies to continue reviewing and improving regulations to focus resources and improve the capital structure of the Social Policy Bank in a stable and sustainable manner; to balance and provide sufficient charter capital, interest rate subsidies, management fees, and capital for implementing new credit policies.
The study allows for an increase in the issuance limit of government-guaranteed bonds; facilitates the Social Policy Bank's access to ODA funds and expands its forms of capital mobilization…
The goal is to expand the target group and increase the loan amounts for credit programs, in line with socio-economic development goals and the implementation of national target programs in the coming period.
Research and supplement credit support policies for production and business activities of middle-income households engaged in agriculture, forestry, fisheries, and salt production.
Local authorities need to continue to pay attention to, balance, and prioritize the allocation of local budgets entrusted to the Social Policy Bank, especially capital for loans to create jobs and capital for social housing loans…
The Ministry of Construction and other ministries and agencies are researching and developing a 30,000 billion VND package (for loans to buy, rent, lease-purchase, build or renovate housing).
The Social Policy Bank is implementing a plan with 15,000 billion VND from government bond issuance and 15,000 billion VND from entrusted local budget funds. Priority will be given to ethnic minorities in mountainous areas, areas with special difficulties, remote areas, border regions, and islands.
