On July 16, 2024, the Ho Chi Minh City People's Council issued Resolution 12/2024/NQ-HĐND stipulating tuition fees for public preschools, primary and secondary schools, continuing education institutions, and other training institutions implementing the general education program in Ho Chi Minh City, effective from the 2024-2025 school year. Accordingly:

(1) The tuition fees for the 2024-2025 school year for public preschool and general education institutions that are not self-sufficient in covering recurrent expenses are as follows:

In there:

- Group 1: Students studying at schools in Thu Duc City and districts 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, and Binh Tan.

- Group 2: Students studying at schools in Binh Chanh, Hoc Mon, Cu Chi, Nha Be, and Can Gio districts.

(2) Tuition fees for the 2024-2025 school year for public preschool and general education institutions that are self-sufficient in recurrent expenditure: educational institutions shall develop tuition fee rates based on economic -technical norms and cost norms, and submit them to the People's Committee of the City for consideration and approval by the City People's Council.

(3) For continuing education institutions and other training institutions implementing general education programs, the tuition fee is equivalent to the tuition fee of public general education institutions of the same level in Ho Chi Minh City.

(4) The tuition fee for online learning is 50% of the tuition fee of public educational institutions that has been issued. The tuition fee is rounded to the nearest thousand dong.

Note:

- Preschool children aged 5 will be exempt from tuition fees starting from the 2024-2025 school year (effective from September 1, 2024).

- Junior high school students will be exempt from tuition fees starting from the 2025-2026 school year (effective from September 1, 2025).

- The tuition fee for primary school level specified in item (1) serves as the basis for implementing the policy of supporting tuition fee payments for private primary school students in areas without sufficient public primary schools and for private primary school students who are eligible for tuition fee exemption and reduction policies as prescribed.

- Resolution 16/2022/NQ-HĐND of the People's Council of Ho Chi Minh City, stipulating tuition fees for public preschool and general education for the 2022-2023 school year and subsequent years in Ho Chi Minh City, ceases to be effective from August 1, 2024.

A public service unit that is self-sufficient in covering its operating expenses is one that meets one of the following conditions:

- Units with a self-sufficiency rate for recurrent expenditures, determined according to the plan stipulated in Article 10 of Decree 60/2021/ND-CP, equal to or greater than 100%, and which have not yet self-financed investment expenditures from the Fund for the Development of Business Activities, retained fee revenue as prescribed by law on fees and charges, and other legitimate financial sources as prescribed by law;

- The unit providing public services falls under the category of public services using state budget funds, and is commissioned or tendered by the State to provide public services at a price that covers all costs (excluding depreciation of fixed assets).
