NDO - On the afternoon of August 13th, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a meeting with several ministries, agencies, and the Vietnam Electricity Group (EVN) regarding the progress of the construction of the 500kV circuit 3 transmission line in Nghe An and Ha Tinh provinces, and preparations for the inauguration of this key project.

Deputy Prime Minister Tran Hong Ha also attended the meeting. The meeting was broadcast live to the headquarters of the People's Committees of Nghe An and Ha Tinh provinces. In his opening remarks, Prime Minister Pham Minh Chinh stated that the 500kV circuit 3 Quang Trach (Quang Binh) - Pho Noi (Hung Yen) power line has progressed relatively well, providing valuable experience in implementing such a large-scale key project. However, to inaugurate the project before National Day on September 2nd, there are still some tasks to be done, focusing on Nghe An and Ha Tinh provinces – areas facing difficulties in transportation, access, and power line installation. Therefore, the entire political system must be mobilized. This meeting aims to work with EVN, Nghe An and Ha Tinh provinces, the military, and the police to complete the remaining tasks in these two provinces.

The Prime Minister requested EVN to submit a central report proposing solutions to complete the final and most difficult tasks in preparation for the inauguration of this power line. The Prime Minister also requested that provinces that have completed the construction of this 500kV power line restore the infrastructure, return the logistics lines, and take care of the lives and livelihoods of the people who have been relocated to make way for the project. According to the Prime Minister, the military has actively supported EVN in the construction with the spirit of "Wherever the army is needed, the army is there; wherever there are difficulties, the army is there." The Prime Minister highly appreciated and commended the active participation of ministries and sectors, especially the Ministry of Industry and Trade , and localities; state-owned corporations and companies such as VNPT and Viettel have also contributed to the 500kV power line project.

EVN reported on the construction of the 500kV transmission line (circuit 3): foundation casting for 1,177/1,177 pole locations completed; pole erection completed for 1,159/1,177 locations (98.5%); and wire pulling completed for 321/513 spans (62.5%). By the end of June 2024, the 500kV Nam Dinh 1-Thanh Hoa transmission line project was completed and energized (June 30, 2024, on schedule) and its component projects: Expansion of feeder bays at the 500kV Quang Trach substation (June 8, 2024, 22 days ahead of schedule); Expansion of feeder bays at the 500kV Pho Noi substation (June 18, 2024, 12 days ahead of schedule). The 220 kV branch line from Thanh Hoa 500/220 kV substation to Nong Cong-Ba Che 220 kV line, 6 220 kV bays and all 500 kV bays at Thanh Hoa 500 kV substation were completed on June 28, 2024, 2 days ahead of schedule. For the remaining 3 projects: EVN, the National Power Transmission Corporation (EVNNPT) and the Project Management Boards have requested contractors to develop detailed construction schedules and focus all resources on urgently completing the remaining work to ensure energization before August 19, 2024 for the Nam Dinh I-Pho Noi and Quynh Luu-Thanh Hoa projects, and before August 31, 2024 for the Quang Trach-Quynh Luu project.![]() |

EVN also stated that regarding the difficulties in manpower for pole erection and wire pulling: the nature of pole erection and wire pulling requires workers to have expertise and physical strength to work at heights, with high intensity, continuously for many days in harsh weather conditions such as sun, heat, and strong winds. On the other hand, due to the tight construction schedule, short implementation time, and the large volume of pole erection and wire pulling work for the projects, although EVN/EVNNPT and the contractors have mobilized maximum resources for the projects, they still cannot meet the required progress. EVN/EVNNPT has implemented many solutions to overcome these difficulties and accelerate the progress of the projects, specifically as follows: Maximizing manpower from the power transmission companies under EVNNPT to reinforce the construction of the projects (the current support force is approximately 1,200-1,500 people, equivalent to 60 pole erection and wire pulling teams). Contractors are required to calculate and rationally rotate personnel with appropriate expertise and health conditions to match the nature and progress of the work at the anchoring points, ensuring the physical and mental well-being of workers on the construction site. Weather difficulties: During May, June, July, and August, the weather in the North was characterized by erratic rain and sunshine. In Quang Binh, Ha Tinh, Nghe An , and Thanh Hoa provinces, there was continuous heavy rain accompanied by thunderstorms and lightning, and strong winds in the mountains for 3 to 7 hours per day… leading to frequent suspensions of construction to ensure the safety of workers and equipment. Forecasts indicate that in the coming period, tropical depressions will cause widespread rain, thunderstorms, and lightning across the provinces through which the power line passes, further complicating construction work on the site. EVN/EVNNPT, together with contractors, is making every effort to overcome adverse weather conditions, implementing various solutions such as taking advantage of favorable weather to transport materials and equipment to the construction site, adjusting work schedules based on actual weather developments to start earlier or finish work later at the end of the day, organizing temporary camps for eating and resting near the construction site, and maximizing the use of human resources, etc., in order to resolutely complete the remaining projects according to the reported schedule.![]() |

The project has received attention and support from the Prime Minister, the Deputy Prime Minister, ministries, the State Capital Management Committee at enterprises, and the localities through which the project passes, enabling the completion of a very large volume as reported. To complete the projects according to the schedule assigned by the Prime Minister, EVN proposes the following: The People's Committees of the 9 provinces should continue to support the investor in the following tasks: resolving remaining issues regarding the clearance of the transmission line corridor to ensure safety for the power connection of the projects; ensuring security and order at the construction sites of the projects; directing local enterprises to participate in supporting the construction of embankment foundations, site restoration, and environmental remediation; and ensuring security and order during the inauguration ceremony as directed by the Prime Minister. Currently, Military Region IV is deploying forces to support the transportation of materials, equipment, insulators, and wire pulling in the three provinces of Thanh Hoa, Nghe An, and Ha Tinh. EVN/EVNNPT requested the Fourth Military Region to continue maintaining its support forces, contributing to accelerating the completion of the project by August 2024 as directed by the Prime Minister. Concluding the meeting, Prime Minister Pham Minh Chinh emphasized that the Government is very concerned about ensuring sufficient electricity supply for national development. In particular, the 500kV circuit 3 transmission line project from Quang Trach to Pho Noi, with a double circuit and a transmission capacity of approximately 2,400MW, will help increase electricity supply to the North in 2025 and subsequent years. The project is of special importance in enhancing the transmission capacity of the national power system, ensuring proactive and flexible management, balancing electricity supply between regions, and ensuring national energy security, guaranteeing sufficient electricity for production, business, and consumption. The project, with a total length of approximately 519km, spans nine provinces. It is a large-scale project, with the tallest tower reaching 145m and the heaviest weighing up to 415 tons. Construction took place under various harsh weather conditions, including rain, cold, heat, storms, and floods, particularly in the central region, a "rainy pocket and scorching furnace," on rugged terrain. The Prime Minister acknowledged, commended, and welcomed the determination, cooperation, and effective involvement of the local political system, from the Secretaries and Chairmen of the People's Committees of the provinces, all levels of government, the police and military forces, political and social organizations, and the press and media; the consensus and support of the people in the project areas; and the high determination, great efforts, decisive actions, and focused, meticulous monitoring of the construction sites by EVN, EVNNPT, contractors, engineers, and workers, resulting in the completion of a large volume of work at a rapid pace. The Prime Minister stated that while the remaining workload is not large, it is a difficult task. Therefore, relevant agencies, units, localities, and forces must demonstrate even greater determination, effort, and determination, working more decisively and with greater focus in the final sprint phase, aiming to complete the project before September 2nd and hold the inauguration ceremony on this year's National Day. The Prime Minister requested a review, clearly assigning responsibilities, timelines, progress schedules, expected outcomes, and expected results; EVN is promoting the spirit of "only talking, not retreating," "overcoming sun and rain, not losing to storms," working continuously 24/7 whenever possible, "3 shifts and 4 teams," "eating quickly, sleeping urgently," and coordinating closely and effectively among relevant agencies, units, localities, and forces with the spirit of "once deployed, victory is guaranteed." EVN continues to coordinate and assign specific tasks to localities, Military Region III, Military Region IV, youth, women's, and veteran forces...; and mobilize all available resources to complete the remaining work. In other localities where work has been completed, it is necessary to do a good job of environmental restoration and continue to care for and stabilize the lives and livelihoods of affected people who have been relocated to make way for the project, ensuring that no one is left homeless, and no one lacks food or clothing; the new housing must be better than or equal to the old housing. The Prime Minister assigned specific tasks to the Ministry of Industry and Trade to continue The Prime Minister instructed the relevant agencies to regularly inspect and supervise the project, promptly resolve difficulties and obstacles, and conduct acceptance testing in accordance with the law. The Ministry of National Defense directed Military Region 3 and Military Region 4 to coordinate with EVN to continue reviewing and mobilizing technical forces, machinery, equipment, and personnel to support construction. The Ministry of Agriculture and Rural Development continued to guide the adjustment of forest land use purposes according to regulations. The Ministry of Natural Resources and Environment provided guidance on environmental issues, ensuring restoration upon project completion. The Ministry of Interior coordinated with ministries, sectors, and localities to propose appropriate and deserving awards at all levels for those who actively participated in the project implementation. Localities continued to provide manpower support, and the People's Committees of Nghe An and Ha Tinh provinces closely coordinated with EVN and other agencies and forces to complete the remaining tasks. Local police forces did a good job of ensuring security and order at the construction site. The Prime Minister also requested the agencies to conduct a summary and draw conclusions.
