According to the Ministry of Agriculture and Rural Development, from July 2024 to present, the Northern region has experienced widespread heavy rains causing floods, inundation, flash floods, landslides, causing serious damage to people, property, infrastructure and production activities.
According to the National Center for Hydro-Meteorological Forecasting, on the night of August 10 and August 11, the northern mountainous region will have moderate to heavy rain with rainfall ranging from 30 - 60mm, with some places over 150mm.

From the evening and night of August 11 to 15, the North is likely to experience a period of moderate rain, heavy rain and thunderstorms, locally very heavy rain with total rainfall ranging from 100 - 250mm, in some places over 400mm; there is a risk of flash floods, landslides in mountainous areas and flooding in low-lying areas.
To proactively respond to developments of heavy rain, risks of flash floods, landslides, floods, and inundation, Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep signed and issued an official dispatch requesting the People's Committees of provinces and cities in the Northern region (including Hanoi) to focus on response implementation.
Accordingly, localities closely monitor forecasts and warnings of heavy rain, floods, flash floods, and landslides, and provide timely and complete information to authorities at all levels and people to proactively prevent, respond, and minimize damage.
Deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas, and areas at high risk of flooding, flash floods, and landslides to proactively clear the flow; organize the relocation and evacuation of people in dangerous areas to safe places.
The Ministry of Agriculture and Rural Development also requested localities to organize forces to guard, control, support, and guide traffic safety for people and vehicles, especially at culverts, spillways, deep flooded areas, areas with strong currents, areas where landslides have occurred or are at risk of landslides; resolutely not allowing people and vehicles to pass if safety is not ensured; not allowing unfortunate human losses due to carelessness or subjectivity.
