According to the Ministry of Agriculture and Rural Development , from July 2024 to the present, the Northern region has experienced widespread heavy rainfall causing floods, inundation, flash floods, and landslides, resulting in serious damage to people, property, infrastructure, and production activities.
According to the National Center for Hydro-Meteorological Forecasting, on the night of August 10th and throughout August 11th, the northern mountainous region will experience moderate to heavy rain with rainfall amounts generally ranging from 30 to 60mm, and in some places exceeding 150mm.

From the evening and night of August 11th to 15th, Northern Vietnam is likely to experience a period of moderate to heavy rain and thunderstorms, with localized areas experiencing very heavy rain. The total rainfall is expected to be between 100 and 250mm, with some areas exceeding 400mm; there is a risk of flash floods and landslides in mountainous areas and flooding in low-lying areas.
To proactively respond to the developments of heavy rain, the risk of flash floods, landslides, and flooding, Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep signed and issued a document requesting the People's Committees of provinces and cities in the Northern region (including Hanoi ) to focus on implementing response measures.
Accordingly, localities should closely monitor weather forecasts and warnings regarding heavy rain, floods, inundation, flash floods, and landslides, and promptly and fully inform all levels of government and the public so that they can proactively prevent, respond to, and minimize damage.
Deploy rapid response teams to inspect and survey residential areas along rivers and streams, low-lying areas at high risk of flooding, flash floods, and landslides, in order to proactively clear waterways; organize the relocation and evacuation of people in dangerous areas to safe locations.
The Ministry of Agriculture and Rural Development also requested localities to organize forces to guard, control, support, and guide traffic to ensure safety for people and vehicles, especially at underpasses, overflows, areas with deep flooding, areas with strong currents, and areas where landslides have occurred or are at risk of occurring; resolutely prohibiting people and vehicles from passing through if safety cannot be ensured; and prevent unfortunate losses of life due to carelessness or negligence.
