Specifically, 34,413.96 m2 of land is allocated for urban residential purposes in the form of state land allocation with land use fee collection for a period of 50 years from the date of signing and promulgation of the Decision; home buyers with land use rights are entitled to use the land stably and permanently.

At the same time, 81,321.41 m2 of land was assigned (including: 5,161.0 m2 of resettlement land; 12,784.0 m2 of social housing land; 983.88 m2 of cultural and sports land; 3,693.48 m2 of green land; 1,834.05 m2 of parking lot land; 56,865.0 m2 of traffic land) for investors to build technical infrastructure according to the approved investment project and detailed planning.

After completing the investment in technical infrastructure construction according to the approved investment project and detailed planning, Long Chau Construction, Tourism and Trading Joint Stock Company will hand over to Sam Son City People's Committee for management according to the provisions of law; the handover deadline is no later than December 31, 2025.

Thanh Hoa Provincial People's Committee requests the Department of Natural Resources and Environment to take full responsibility before the law and the Provincial People's Committee for the completeness, accuracy and validity of the records, documents and data related to the consulting and appraisal content.

In particular, the People's Committee of Thanh Hoa province requests the People's Committee of Sam Son city to be responsible before the law and the People's Committee of the province for the accuracy and suitability of the scale of area, scope, boundaries of compensation, site clearance and resettlement of the project, ensuring uniformity, contiguous lots and contiguous plots according to regulations; promptly detect and strictly handle violations related to investment, construction, land use (if any)... related to the Dong Xuan Residential Area project according to its authority.

Long Chau Construction, Tourism and Trading Joint Stock Company urgently arranges all resources to complete investment in construction of technical infrastructure and social infrastructure according to the approved investment project and detailed planning to hand over the completed land area and technical infrastructure works to the locality for management according to the schedule and time as prescribed.
