Accordingly, the People's Committee of Thanh Hoa province allocated 115,735.37 m2 of land in the first phase to Long Chau Trading, Tourism and Construction Joint Stock Company (business registration number: 2802436362 issued by the Business Registration Office under the Department of Planning and Investment, first registered on December 30, 2016; address: Long Thanh Hotel, Ho Xuan Huong Street, Trung Ky Quarter, Sam Son City).

Thanh Hoa province delivers land in phase 1 for the Dong Xuan residential area project (Figure 1).

The Dong Xuan Residential Area project has a total investment of over 620 billion VND.

Specifically, 34,413.96 m2 of land is allocated for urban residential purposes in the form of state-allocated land with land use fees collected for a period of 50 years from the date of signing the Decision; homebuyers with attached land use rights are entitled to stable and long-term land use.

In addition, 81,321.41 m2 of land (including: 5,161.0 m2 of resettlement land; 12,784.0 m2 of social housing land; 983.88 m2 of cultural and sports center land; 3,693.48 m2 of green space land; 1,834.05 m2 of parking lot land; 56,865.0 m2 of transportation land) was allocated to the investor to build technical infrastructure according to the approved investment project and detailed planning.

After completing the investment and construction of technical infrastructure according to the approved investment project and detailed plan, Long Chau Trade, Tourism and Construction Joint Stock Company will hand over the project to the People's Committee of Sam Son City for management in accordance with the law; the handover deadline is no later than December 31, 2025.

The People's Committee of Thanh Hoa province requests the Department of Natural Resources and Environment to be fully responsible before the law and before the Provincial People's Committee for the completeness, accuracy, and validity of the dossiers, documents, and data related to the advisory and appraisal content.

Specifically, the People's Committee of Thanh Hoa province requires the People's Committee of Sam Son city to be legally responsible to the People's Committee of the province for the accuracy and appropriateness of the scale, scope, and boundaries of the land to be compensated, cleared, and resettled for the project, ensuring consistency and contiguous plots as prescribed; and to promptly detect and strictly handle any violations related to investment, construction, and land use (if any)... related to the Dong Xuan residential area project within its authority.

Long Chau Trading, Tourism and Construction Joint Stock Company is urgently allocating all resources to complete the investment and construction of technical and social infrastructure according to the approved investment project and detailed planning, in order to hand over the completed land area and technical infrastructure to the local authorities for management according to the prescribed schedule and timeframe.
