Previously, a makeshift house built of bamboo and reeds was the home of eight people across three generations of the Ngo Thi Chau family, a Mong ethnic minority member from Sy Dien hamlet, Thuong Thon commune, Ha Quang district. Without stable employment, their income mainly came from farming and livestock, barely enough to cover their living expenses; they never dared to dream of building a new house. Thanks to the support of the program to eliminate dilapidated houses and the collective efforts of the community, in April of this year, Mrs. Chau's family completed the construction of a new 60m2 house. The spacious and well-maintained house allows the whole family to live comfortably without worrying during the rainy season. Besides the support for building the new house, Mrs. Chau's family also received support from the local government in the form of a breeding buffalo to help them escape poverty. Currently, the buffalo has given birth to calves, helping to gradually improve the family's economic situation .
Thanks to the high level of effort and determination from the Party Committee and the government, the active participation of the Fatherland Front and political and social organizations, and the community, over the past three years, thousands of households in Ha Quang district have benefited from the program to eliminate temporary and dilapidated houses. Also in early 2024, the family of Mr. Luc Van Thien, from Nam Thuom hamlet, Hong Sy commune, moved into their new house. On the day of receiving the house, Mr. Thien emotionally stated that thanks to the care and support of the Party, the State, and the Fatherland Front, his family now has a solid house. With a stable place to live, Mr. Thien and his wife have more motivation to work and produce with peace of mind, gradually rising out of poverty.
According to Tran Thi Hang, Chairwoman of the Fatherland Front Committee of Ha Quang District, the district has focused its resources on helping disadvantaged households ensure adequate housing. Following the principle of "openness, transparency, and clarity," local Party committees and authorities have reviewed the housing situation of poor households, listened to their concerns and aspirations, and sought solutions to support and alleviate their difficulties. In 2024, Ha Quang District had 1,134 households eligible for support to eliminate temporary or dilapidated housing, with a total support fund of 44.6 billion VND. To ensure 100% completion of the plan, the district is focusing on leading and directing poverty reduction efforts and mobilizing resources to support the construction and repair of houses for disadvantaged households. To date, approximately 400 households have received support for new construction or house repairs. The completed houses all have an area of 40-100m2 with a total construction value of 50-150 million VND/house, meeting the criteria for size and quality for long-term use.
To date, thousands of poor and near-poor households, as well as families with special housing difficulties throughout Cao Bang province, have received support and assistance in building new houses and repairing existing ones. Each completed new house means another poor household has stable housing, freeing them from the burden of housing, allowing them to focus on production and work towards escaping poverty. According to the plan, this year Cao Bang province will focus on mobilizing resources to support approximately 7,100 poor households and families with special housing needs to eliminate temporary and dilapidated housing. This also serves as a foundation for Cao Bang province to realize its goal of completely eliminating temporary and dilapidated housing by 2025.
