Adjusting the National Land Use Plan to ensure comprehensive development

At Lam Dong bridge, Chairman of Lam Dong Provincial People's Committee Tran Hong Thai chaired the Conference with the participation of leaders of departments such as: Agriculture and Environment, Finance, Construction; leaders of districts and cities in the province (at the bridge ends of districts and cities).

The adjustment of the National Land Use Planning for the 2021-2030 period, with a vision to 2050, is carried out in accordance with the spirit of Resolution No. 52/NQ-CP of the Government issued on March 18, 2025. The goal of the planning adjustment is to allocate land resources reasonably, economically, and effectively to meet growth requirements, ensure national defense and security, and protect the environment, adapt to climate change; creating a foundation for Vietnam to become a developed, high-income country by 2045.

Based on the assigned functions and tasks, the Ministry of Agriculture and Environment has coordinated with relevant ministries and branches to complete the draft report and submission on adjusting the National Land Use Planning for the 2021-2030 period, with a vision to 2050.

In Lam Dong, the Central Highlands Regional Planning and Lam Dong Provincial Planning for the period 2021 - 2030, with a vision to 2050, have been approved by the Prime Minister in Decision No. 1727/QD-TTg dated December 29, 2023; Resolution of the 11th Lam Dong Provincial Party Congress for the 2020 - 2025 term and related plans, which emphasize the promotion of Lam Dong's potential, natural advantages and role in the Central Highlands region for rapid and sustainable development; developing green economy, circular economy; shifting from agricultural production to agricultural economy, promoting the application of high technology and digital transformation in agricultural production; focusing on protecting, restoring, developing forests, developing forestry economy, improving the lives and livelihoods of people associated with forests; Develop tourism into a spearhead economic sector, associated with preserving and promoting the value of cultural heritage of ethnic groups, natural resources and regional connectivity; prioritize the development of renewable energy, agricultural processing industry; develop the industry of mining and processing bauxite, alumina, aluminum and aluminum products.

Regarding some specific land use targets of Lam Dong, Lam Dong Department of Agriculture and Environment said that, implementing the provisions of the 2024 Land Law and allocating national land use planning targets for the period 2021 - 2030, with a vision to 2050 of Lam Dong province according to Decision No. 326/QD-TTg dated March 9, 2022 of the Prime Minister; the provincial functional sector has proposed to maintain 5/6 national targets allocated to the province by 2030 (including protective forest land, special-use forest land, production forest land which is natural forest, national defense land and security land). Particularly for the rice land target, the proposed area by 2030 is 19,740 hectares, a decrease of 150 hectares compared to the national land use target allocated in Decision No. 326/QD-TTg dated March 9, 2022 of the Prime Minister; The main reason is that public investment projects and works serving the needs of socio-economic development have relatively large areas of rice-growing land that need to be recovered (such as Ka Zam Lake, Ta Hoet Lake, Dong Thanh Lake, Tan Phu - Bao Loc and Bao Loc - Lien Khuong expressway projects).

Lam Dong has proposed to adjust the land use target by 2030, in which the agricultural land area by 2030 is 829,748 hectares; a decrease of 77,406 hectares compared to the allocated land use target; the non-agricultural land area by 2030 is 147,885 hectares, an increase of 77,406 hectares compared to the allocated land use target.

The reason for this adjustment is based on Decision No. 866/QD-TTg dated July 18, 2023 of the Prime Minister approving the Planning for exploration, exploitation, processing and use of minerals in the period 2021 - 2030, with a vision to 2050; in the period 2021 - 2030, Lam Dong has a land use demand of about 73,186 hectares; specifically, 70,192 hectares are used for mineral activities (including: bauxite 65,014 hectares, tin 4,819 hectares, tungsten 140 hectares, gold 9 hectares, bentonite 59 hectares and diatomite 150 hectares) and 2,994 hectares to implement the alumina processing and aluminum electrolysis project (in Lam Dong 2 cluster with 2,606 hectares and in Lam Dong 3 cluster with 388 hectares).

At the same time, the province's commercial and service land target by 2030 is 1,860 hectares; an increase of 873 hectares compared to the national land use target allocated (in Decision No. 326/QD-TTg dated March 9, 2022) to implement investment projects; implement road projects; build 3 new industrial parks with a total additional area of ​​1,188 hectares; including Da Teh Industrial Park in Da Huoai district (area of ​​500 hectares), Tan Rai Industrial Park in Bao Lam district (area of ​​500 hectares) and Loc Chau - Dai Lao Industrial Park in Bao Loc city (area of ​​188 hectares).

Due to the need to use land to implement works and projects that have been previously approved by competent authorities and approved in principle for investment but are not in accordance with the land use targets allocated by the State but are currently only partially implemented or not yet implemented, it is proposed to allocate targets to continue implementation in the period 2026 - 2030.

Lam Dong at the Conference also basically agreed on the content of the draft adjustment of the National Land Use Planning for the period 2021-2030, with a vision to 2050; at the same time, it proposed to implement Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo and the Secretariat on implementing research and proposing to continue to reorganize the political apparatus; including the content of developing a project to merge a number of provincial-level administrative units. After implementing the reorganization of provincial-level administrative units, there will be changes in the strategy for socio-economic development; national defense - security; development of sectors and fields, so the plan to adjust the National Land Use Planning for the period 2021-2030, with a vision to 2050 needs to be further considered and evaluated on the orientation of the project to merge a number of provincial-level administrative units; thereby allocating land use targets to ensure suitability for the needs of each specific locality.

The conference heard many opinions from ministries, branches and provinces in the country.

Concluding the conference, Deputy Prime Minister Tran Hong Ha emphasized that adjusting land use planning at this time plays an important role in the country's development, so it is necessary to ensure a long-term, comprehensive vision, meeting the goals of the Socio-Economic Development Strategy for the 2021-2030 period, especially for the period up to 2026-2030; ensuring comprehensive and synchronous development, creating momentum for socio-economic and cultural development, strengthening national defense and security; effectively solving land use needs for sectors and fields; orienting development space.

Deputy Prime Minister Tran Hong Ha assigned the Ministry of Agriculture and Environment to continue consulting and receiving comments from delegates at the conference, finalizing reports and submissions; and proposing practical solutions to ensure the adjustment, allocation, and rational and effective use of land funds in each sector and field, in accordance with the country's development context.
