Colonel Tran Van Phuc holds the position of Director of the Quang Ninh Provincial Police.

According to a decision by the Minister of Public Security, Major General Dinh Van Noi (born in 1976, from Binh Thuy District, Can Tho City), Director of the Quang Ninh Provincial Police, has been transferred to assume the position of Director of the Internal Political Security Department, Ministry of Public Security.

Colonel Tran Van Phuc (born in 1978, from Dong Anh district, Hanoi ), Director of Thai Binh Provincial Police, has been transferred to assume the position of Director of Quang Ninh Provincial Police.

Speaking at the ceremony, Major General Nguyen Ngoc Lam, Deputy Minister of Public Security, congratulated Major General Dinh Van Noi and Colonel Tran Van Phuc on being entrusted with new responsibilities by the Ministry of Public Security. He also acknowledged the achievements of Major General Dinh Van Noi and Colonel Tran Van Phuc in the past, which have actively contributed to ensuring political security and social order in their respective localities.

Presenting the appointment decision to Colonel Tran Van Phuc, Director of the Quang Ninh Provincial Police, Deputy Minister of Public Security Nguyen Ngoc Lam expressed his confidence that Colonel Tran Van Phuc will quickly adapt to the job, maintain internal unity, leverage collective intelligence, and effectively advise the local Party committee and government on ensuring political security, order, and social safety in Quang Ninh province; and build a stronger and more comprehensive Quang Ninh Provincial Police force.

At the ceremony, the Standing Committee of the Quang Ninh Provincial Party Committee also announced the Decision appointing Colonel Tran Van Phuc, Director of the Quang Ninh Provincial Police, to the Executive Committee, the Standing Committee, and the position of Secretary of the Party Committee of the Quang Ninh Provincial Police for the 2020-2025 term.

In his acceptance speech, the new Director of the Quang Ninh Provincial Police pledged to work together in unity and solidarity with the Standing Committee of the Provincial Party Committee, the leadership of the Provincial Police, and all officers and soldiers to continue upholding the glorious revolutionary tradition, building a truly clean, strong, professional, elite, and modern Quang Ninh Provincial Police force, meeting the requirements and tasks in the new situation. He emphasized the importance of a high sense of responsibility and close coordination with the armed forces, departments, agencies, organizations, and localities to strive to build Quang Ninh province into a place of "Order - Discipline - Security - Safety - Health," contributing effectively to the socio-economic development of the country in general and Quang Ninh province in particular.
