According to Decision No. 609/QD-UBND dated March 18, 2025 of Mong Cai City People's Committee on "Announcing the entertainment and recreation area in area 2 (no construction investment project) in Tra Co beach area, Tra Co ward, Mong Cai city, the location and scope of the activity area in the area has an area of ​​20 hectares, length 800m, width 250m (calculated from the point of placing the safety buoy flag in the activity area of ​​the tourist beach facing the sea).

The Tra Co Tourist Area Management Board is responsible for managing and exploiting recreational activities in accordance with regulations in Zone 2 of Tra Co sea area, Tra Co ward and selecting organizations and individuals to manage and exploit the underwater recreational area in accordance with other relevant legal provisions.

At the same time, the Tra Co Tourist Area Management Board must implement plans to ensure security, safety, rescue, and prevent environmental pollution in areas of underwater entertainment activities in the Tra Co sea area; preside over and coordinate with relevant agencies to ensure safety in announced areas; entertainment activities that are not for purposes other than those announced by competent state agencies are not allowed.

At the program, city leaders awarded a certificate of eligibility to operate a water sports activity area to Tra Co New Trading and Tourism Company Limited.

The organization of the announcement of the entertainment and recreation area in zone 2, Tra Co beach area, Tra Co ward is the basis for relevant units to organize the management of tourism products effectively, sustainably, safely, worthy of the special outstanding position of Tra Co National Tourist Area.
