On the afternoon of August 13th, the Standing Committee of the National Assembly convened to consider and decide on the termination of the duties of National Assembly deputies of the 15th term for Mr. Dang Quoc Khanh, a National Assembly deputy from the Ha Giang Provincial Delegation, and Mr. Chau Van Lam, a National Assembly deputy from the Tuyen Quang Provincial Delegation. Accordingly, based on the Constitution, the Law on the Organization of the National Assembly, and relevant legal regulations; based on the opinions of competent authorities; based on the submission of the Committee on Delegate Affairs; and considering the resignation requests of Mr. Dang Quoc Khanh dated August 5th and Mr. Chau Van Lam dated August 6th, the Standing Committee of the National Assembly discussed, voted secretly, and issued Resolution 1139 on the termination of the duties of National Assembly deputies of the 15th term for Mr. Dang Quoc Khanh from the Ha Giang Provincial Delegation and Mr. Chau Van Lam from the Tuyen Quang Provincial Delegation. Previously, Prime Minister Pham Minh Chinh assigned Ms. Nguyen Thi Phuong Hoa, Deputy Minister of Natural Resources and Environment , to oversee the operations of the Ministry of Natural Resources and Environment until the competent authority appoints a minister in accordance with regulations. Regarding Tuyen Quang province, on August 10th, at the Standing Committee meeting of the Provincial Party Committee, Ms. Le Thi Kim Dung, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council, was assigned to oversee the work of the Provincial Party Committee. 
On August 3rd, the 13th Central Committee of the Communist Party of Vietnam held a meeting on personnel matters within its authority. Accordingly, based on the report of the Central Inspection Committee and the proposal of the Central Organization Committee, the Central Committee of the Party found that Mr. Le Minh Khai – Secretary of the Central Committee, Deputy Prime Minister, former Secretary of the Party Committee, and Inspector General of the Government ; Mr. Dang Quoc Khanh – Member of the Central Committee, Secretary of the Party Committee, Minister of Natural Resources and Environment, former Secretary of the Ha Giang Provincial Party Committee, and Head of the 15th National Assembly Delegation of Ha Giang Province; Mr. Nguyen Xuan Ky – Member of the Central Committee, Secretary of the Quang Ninh Provincial Party Committee, and Chairman of the Quang Ninh Provincial People's Council; and Mr. Chau Van Lam – Member of the Central Committee, Secretary of the Tuyen Quang Provincial Party Committee, and Head of the 15th National Assembly Delegation of Tuyen Quang Province – had violated Party regulations in performing their assigned duties and responsibilities, violated regulations on what Party members are not allowed to do, violated the responsibility of setting an example, and violated regulations on preventing and combating corruption and negative practices. Aware of their responsibilities to the Party and the people, they submitted resignation letters from their assigned positions. Based on current regulations of the Party and the State, and considering their wishes, the Central Committee of the Party agreed to allow Mr. Le Minh Khai to resign from his position as Secretary of the Central Committee and member of the Central Committee of the 13th Party Congress. It also agreed to allow Mr. Dang Quoc Khanh, Mr. Nguyen Xuan Ky, and Mr. Chau Van Lam to resign from their positions as members of the Central Committee of the 13th Party Congress.
Mr. Dang Quoc Khanh was born in 1976 in Ha Tinh province. He previously served as Chairman of the People's Committee of Ha Tinh province and Secretary of the Party Committee of Ha Giang province.
In May 2023, Mr. Khanh was approved by the National Assembly to be appointed Minister of Natural Resources and Environment, a position he has held to this day. Mr. Khanh was a member of the National Assembly in the 14th and 15th terms.
Mr. Chau Van Lam was born in 1967 in Tuyen Quang province. In March 2015, he was elected Secretary of the Tuyen Quang Provincial Party Committee. Mr. Lam is also a member of the National Assembly for the 14th and 15th terms.
