Deputy Minister of Information and Communications Pham Duc Long chaired the Conference

Attending the Conference were Deputy Ministers: Phan Tam, Nguyen Huy Dung, Nguyen Thanh Lam; leaders of heads and deputy heads of units under the Ministry, representatives of the Ministry's Office in Ho Chi Minh City and Da Nang City; representatives of the Party Committee Office, Chief of the Party Committee Office, representatives of the Vietnam Information and Communications Trade Union; leaders of Vietnam Post Corporation and VTC Multimedia Corporation.

Three things to keep in mind when deploying a virtual assistant to support your work

At the Conference, Deputy Minister Pham Duc Long and leaders of several units: Radio Frequency Department; Ministry Inspectorate; Department of Publishing, Printing and Distribution tested and directly asked questions to the virtual assistant systems of the units.

The Deputy Minister gave 3 important notes in deploying virtual assistants to support work at units under the Ministry.

First, units need to proactively ask questions and guide virtual assistants to understand clearly about legal documents such as laws, decrees and circulars. This helps virtual assistants to be able to answer accurately and support more effectively in legal and administrative tasks.

The second thing to note is to ensure that the knowledge taught to the virtual assistant is accurate and reliable. Inaccurate knowledge will lead to the virtual assistant providing incorrect information, causing unwanted consequences in the work support process. Therefore, units must check and verify information before communicating it to the virtual assistant.

Finally, Deputy Minister Pham Duc Long emphasized the importance of building an accurate and comprehensive database. Virtual assistants need rich and accurate data sources to be able to retrieve information effectively. Units need to invest in building and maintaining databases, updating information regularly so that virtual assistants can meet users' information search needs quickly and accurately.

The application of virtual assistants in work is an important step in the digital transformation process of the Ministry of Information and Communications, helping to improve work efficiency and enhance the quality of public services. With the above three notes, Deputy Minister Pham Duc Long hopes that units will deploy virtual assistants effectively, bringing practical benefits to daily work.

Applying international experience to reality in Vietnam

At the Conference, Mr. Le Van Chung, representative of the Postal Department, presented a report on the construction of a database on international postal institutions, including updating and arranging data by topic. Specifically, the Postal Department compiled regulations of the Universal Postal Union (UPU), the European Union (EU) and postal laws of 10 countries, along with information on postal management agencies and statistics in this field.

Mr. Le Van Chung, representative of the Postal Department, presented a paper on building a database on international postal institutions.

Mr. Chung said that the Postal Department has shared this document with 63 Departments of Information and Communications and postal enterprises through platforms such as Viber and Zalo, receiving positive feedback. The Postal Department will continue to update and enrich the data to support the development of the revised Postal Law, expected to be submitted to the National Assembly in the 2025-2026 period.

Representative of the Department of Basic Information, Ms. Tham Mai Linh presented a paper on China's experience in applying the national digital platform to prevent high-tech crimes. Accordingly, this platform was built by the Criminal Police Department, Ministry of Public Security of China and put into operation from February 1, 2021, integrated with popular social networks in China such as WeChat, Sina Weibo, TikTok with outstanding features such as reflecting the scene; directly reporting the case; promptly warning and authenticating the identity of the account owner, preventing account hacking by scammers. After more than 3 years of operation, China's "Information on Prevention and Control of High-Tech Crime" platform has issued 40.67 million warning signals; successfully blocked 1.9 billion scam calls and 2.1 billion scam messages; blocked 2,106 million scam websites, helping 61.78 million people escape scam traps.

Representative of the Department of Basic Information, Ms. Tham Mai Linh presented a paper on China's experience in applying the national digital platform to prevent high-tech crimes.

At the Conference, the representative of the Department of Basic Information said that through research, the Ministry of Information and Communications has worked with telecommunications enterprises to deploy the 156 switchboard to receive reports of spam calls and scam calls, and has coordinated with the Ministry of Public Security to deploy technological solutions to help people detect signs of online fraud. Therefore, based on referring to basic international features, the Department of Basic Information proposed that the leaders of the Ministry of Information and Communications direct and orient relevant agencies and units to research and develop Vietnam's national digital platform for preventing and combating high-tech crimes. The goal is to improve the effectiveness of preventing and combating high-tech crimes, in accordance with the actual conditions of the country.

At the Conference, Deputy Minister Pham Duc Long highly appreciated the presentations and proposals from the two units, and encouraged the units to apply international experience in developing applications, in order to bring about the best efficiency and quality, suitable to the situation in Vietnam.

Pay attention to work progress regularly, do not delay

Concluding the Conference, Deputy Minister Pham Duc Long emphasized that units need to pay attention to regular work progress during the month, not to be late or overdue.

Conference Overview

The Deputy Minister also requested that units contribute their opinions to the summary report on Resolution 36-NQ/TW on promoting the application and development of information technology to meet the requirements of sustainable development and international integration, and at the same time pay attention to completing projects submitted to the Government in the coming time and ensuring progress.

The Deputy Minister assigned the National Digital Transformation Agency to advise on projects related to digital transformation, the Information Center to develop action plans based on data and simplify administrative procedures, at the same time, it is necessary to ensure information security and promote the use of data, and research on data exploitation.

Overview of the IT&T industry in the first 7 months of 2024:

- Revenue : VND 2,414,666 billion, up 249% over the same period in 2023.

- Profit: 175,615 billion VND, up 19% over the same period.

- Budget contribution: 70,435 billion VND, up 255% over the same period.

- Contribution to GDP : 558,522 billion VND, up 209% over the same period.

- Labor: 1,532,163 workers, up 28% over the same period.

In July 2024, the Ministry advised the Government and the Prime Minister to issue 01 Decree, 01 Decision and issued 03 Circulars under its authority, specifically:

- Decree No. 82/2024/ND-CP dated July 10, 2024 amending Decree No. 73/2019/ND-CP dated September 5, 2019 of the Government regulating the management of investment in information technology applications using state budget capital.

- Decision No. 715/QD-TTg dated July 26, 2024 on completing the members of the National Committee on Digital Transformation.

- Circular No. 06/2024/TT-BTTTT dated July 1, 2024 regulating the recognition of foreign electronic signature service providers; recognition of foreign electronic signatures and electronic signature certificates in Vietnam.

- Circular No. 07/2024/TT-BTTTT dated July 2, 2024 detailing the mechanism, principles of price control, method of pricing for cable network rental in buildings, rental price of passive telecommunications infrastructure between telecommunications enterprises, organizations and individuals owning telecommunications works.

- Circular No. 08/2024/TT-BTTTT dated July 10, 2024 detailing wholesale activities in telecommunications./.
