Disbursement of new public investment reached more than 32% of the annual plan

Of which, the Socio-Economic Recovery and Development Program is VND 4,490.22 billion (reaching 73.28% of the plan assigned by the Prime Minister), the National Target Program (NTP) is VND 8,638.3 billion, reaching 31.74% of the plan.

Estimated payment from the beginning of the year to July 31, 2024 is VND 232,091.4 billion, reaching 32.22% of the total plan, reaching 34.68% of the plan assigned by the Prime Minister, lower than the same period in 2023 (35.49% of the total plan and reaching 37.85% of the plan assigned by the Prime Minister). Of which, the Socio-Economic Recovery and Development Program is VND 4,685.13 billion (reaching 76.46% of the plan assigned by the Prime Minister), the National Target Program is VND 11,840.8 billion, reaching 43.5% of the plan.

Notably, the Ministry of Finance said that in the first 7 months of 2024, 11/44 ministries and central agencies and 38/63 localities had estimated disbursement rates above the national average.

Some ministries, central and local agencies with good disbursement rates include: Vietnam Television (100%), Ministry of Agriculture and Rural Development (53.95%), Ministry of Transport (50.83%), Ministry of Construction (47.91%), Thanh Hoa (58.45%), Hoa Binh (56.79%), Long An (52.22%)...

However, 33/44 ministries, central agencies and 25/63 localities have disbursed lower than the national average. In particular, some ministries and central agencies have disbursed very low or have a disbursement rate of 0%, such as the Vietnam Cooperative Alliance, the Vietnam Fatherland Front Committee... The reason is that the capital plan has not been allocated. Some ministries and central agencies have disbursed very low such as: the Ethnic Committee (1.12%), Ho Chi Minh National University (1.43%), Hanoi National University (2.96%)... Some localities have a disbursement rate of less than 20% such as Ho Chi Minh City (14.31%), Phu Yen (16.27%), Bac Ninh (16.08%), Hai Duong (18.36%)...

According to the Ministry of Finance, the fact that some localities have large plans (HCMC was assigned 79,263.78 billion VND, accounting for 11.8% of the plan assigned by the Prime Minister nationwide, Hanoi was assigned 81,033 billion VND, accounting for 12.1% of the plan assigned by the Prime Minister nationwide) but the disbursement rate is not high, greatly affecting the overall disbursement rate of the whole country.

Assessing the difficulties and obstacles affecting the progress of public investment disbursement, the Ministry of Finance said that according to the report, the obstacles are mainly related to policy mechanisms; many ministries, branches and localities have not allocated details to projects so they cannot disburse...

From now until the end of the year, the Ministry of Finance continues to request ministries, branches and localities to seriously and drastically implement solutions to promote the disbursement of public investment capital as prescribed by the Government in the Resolution on tasks and solutions to implement the socio-economic development plan and the State budget estimate for 2024; the Prime Minister's Official Dispatch on accelerating the allocation and disbursement of public investment capital in 2024 and the Conclusion of the Prime Minister - Head of the Steering Committee at the meetings of the State Steering Committee for important national programs and projects, key to the transport sector; Resolution No. 82/NQ-CP dated June 5, 2024 of the Government on the regular meeting in May 2024.
