Document No. 3240/BTTTT-CĐSQG emphasized that, implementing Decision No. 1690/QD-TTg dated December 26, 2023 of the Prime Minister approving the Project "Perfecting the organizational apparatus, improving state management capacity and law enforcement on digital transformation from central to local levels by 2025, with a vision to 2030", organizing, maintaining and promoting the effectiveness of the Community Digital Technology Team (CNSCD) is one of the key tasks to improve the state management capacity and law enforcement for the digital transformation workforce.

The active activities of the CNSCĐ Team in recent times have contributed to improving people's awareness and basic digital skills, thereby achieving initial and sustainable results in the national digital transformation in general and in localities in particular.

To continue promoting these positive results, the Ministry of Information and Communications requests that the People's Committees of provinces and cities continue to pay attention and direct to maintain, promote the effectiveness and enhance the activities of the CNSCD Team. Specifically:

- Assign the Department of Education and Training to preside over and coordinate with the Department of Information and Communications and relevant agencies and units to develop programs and plans to include basic digital skills in extracurricular programs at middle and high schools. Digital skills include: Using online public services; Online shopping; Online payment; Self-protection in cyberspace and Using other digital platforms depending on local characteristics. Goal in 2024: Each household will have at least 01 person proficient in 05 basic digital skills.

- The Department of Information and Communications coordinates with other agencies to propose and deploy digital transformation models in villages, hamlets, residential groups, and residential clusters associated with 05 basic digital skills contents; synthesize, disseminate, and share good, typical, and creative models and practices in the activities of the CNSCD Team in their localities.

- The Provincial Youth Union directs its grassroots youth organizations to send members to join the core force in the CNSCĐ Team; launch emulation movements among local youth union members to pioneer the use of digital technology platforms and applications, creating a spread in the community.

- Digital technology enterprises, agencies and social organizations in the province actively send focal officers proficient in digital skills to participate in the activities of the CNSCĐ Team to promote the activities of the CNSCĐ Team towards mobilizing social participation; digital technology, postal and telecommunications enterprises in the province have preferential policies on prices of digital products and services for members of the CNSCĐ Team to support and facilitate the activities of the CNSCĐ Team.

Localities need to regularly organize training courses, workshops, and dissemination sessions to update knowledge, digital skills, and network security for members of the CNSCĐ Teams. Training and workshops can be organized in batches, by topic, or integrated into campaigns and activities of the CNSCĐ Teams and localities.

In addition, the Ministry of Information and Communications will also organize training courses on digital transformation for officials, civil servants, and members of the CNSCĐ Team in 2024. It is expected that in the third and fourth quarters of 2024, the Ministry will organize training courses directly at the operating areas of the CNSCĐ Teams.

The CNSCĐ Teams will actively participate in activities responding to the National Digital Transformation Day and the Local Digital Transformation Day in 2024. The Ministry of Information and Communications has requested the Provincial People's Committee to direct the Department of Information and Communications to coordinate with relevant agencies to deploy the campaign "going to every alley, knocking on every door" from October 1-10, 2024. The campaign aims to guide people to use digital services and applications to develop the digital economy. In addition, localities will select and reward collectives and individuals with outstanding contributions to honor and reward thematic awards on the occasion of the annual Digital Transformation Day (October 10) of the province, and at the same time select two typical CNSCĐ Team members to participate in the Dialogue with the Prime Minister on October 10, 2024.

The document also emphasizes the accompanying role of the media to ensure the effectiveness of the activities of the CNSCĐ Team. Therefore, the Provincial People's Committee needs to direct local press and media agencies to step up communication and propaganda work to inform people about the benefits of using digital platforms and digital technology in daily life and increase the use of digital transformation services and utilities; communicate, spread messages, and report on the activities of the CNSCĐ Team in response to the National Digital Transformation Day on October 10, 2024.
