Overview of the working session
Reporting to the Working Group, the provincial leaders said that after 10 years of implementing Resolution No. 36-NQ/TW, all sectors and levels from the province to the grassroots, cadres, party members and people have made efforts to implement the Resolution, achieving many important results; creating new changes in the application and development of IT.
The organizational structure, staff, civil servants and public employees performing the tasks of applying IT and digital transformation are consolidated and improved, improving the quality and efficiency of operations.
Binh Dinh's digital transformation index (DTI) ranking has gradually increased over the years. In 2022, Binh Dinh province's DTI index ranked 29th nationwide, up 5 places compared to 2021. In particular, the component indexes of digital government, digital economy and digital society all had positive changes.
Binh Dinh province completed most of the important targets of Resolution No. 36-NQ/TW. Notably, such as:
Regarding telecommunications infrastructure, up to now, the whole province has 1,907 BTS stations, the 3G, 4G mobile information coverage rate has reached 100% in the centers of communes and towns across the province; fiber optic broadband network infrastructure covers 73% of households and 100% of communes, wards and towns.
Regarding the construction of shared provincial databases and the connection, sharing of data and applications at all levels, the province has currently been granted 7,709 digital certificates for organizations and individuals (723 organizational digital certificates and 5,643 individual digital certificates) and 1,343 PKI SIMs; 100% of state agencies have used specialized digital signatures of organizations; 100% of agency and unit leaders use personal digital signatures to exchange electronic documents in the network environment.
The province has established the Quang Trung - Binh Dinh Software Park, which has attracted 2 enterprises (TMA Binh Dinh Company and Fsoft Quy Nhon Company), with over 1,000 employees working. In addition, the province currently has 2 projects under implementation, including: Artificial Intelligence Center - Long Van Auxiliary Urban Area; FPT Technology Expert Research, Production and Training Center Complex...
In addition, the application of IT in the activities of state agencies and society still has some limitations, such as: The development of broadband Internet infrastructure to most villages/hamlets in the province has not been completed. The databases of the sectors are still fragmented, leading to difficulties in connection, communication and sharing. The existing database has incomplete data, needs to be updated regularly, cleaned to connect and share. The IT human resources at district and commune level agencies are still lacking and their professional capacity is still weak...
During the working session, the province also proposed and recommended that the Government amend and supplement the regulations on budgetary finance, including the provision of a minimum allocation of 1% of local budget expenditure for the implementation of the digital transformation program. There is a program to support smartphones for poor households and disadvantaged areas to facilitate people's access to information and participation in using public services provided by state agencies...

For the Central Ministries and Branches, the province recommends that it is necessary to standardize, restructure the process and complete the integration of provision on the National Public Service Portal for essential public services that have not been implemented yet and guide localities to promptly implement them according to the requirements of the Government and the Prime Minister. There are instructions on technical connection between information systems, sharing databases with localities according to the requirements of the Digital Government to facilitate the connection, data exploitation between state agencies and the implementation of administrative procedure connection to serve people, organizations and businesses.
At the same time, the Ministry of Information and Communications and central agencies need to have mechanisms/sanctions to ensure infrastructure development in remote areas. Research on decentralizing data exploitation to localities on local data sets in the process of building and completing the National Digital Data Center and national databases...

In his concluding remarks, Deputy Minister of Information and Communications Pham Duc Long assessed Binh Dinh as a locality that has implemented IT applications and digital transformation in various fields to serve socio-economic development quite well and is on the right track.
Binh Dinh is also a locality with 2 international submarine optical cable lines landing in Quy Nhon city (ADC, SJC2), which is a premise to contribute to increasing the speed of network infrastructure development in the context that the province is promoting projects to develop software technology, science urban areas, digital transformation, etc.
The Deputy Minister of Information and Communications also acknowledged the province's suggestions and recommendations, saying that he would synthesize and advise the Government to promptly remove difficulties and obstacles of the locality, as well as serve the development of the Project to summarize 10 years of implementing Resolution No. 36 of the Politburo and the Project of the Politburo's Resolution on national digital transformation, development of digital economy, and digital society.
