To expand the number of participants and move towards universal health insurance, the Ministry of Health is proposing to increase the level of health insurance support for many groups of people.

In particular, increasing the level of health insurance support for students from 30% to 50% has quickly spread, bringing hope and peace of mind to millions of parents across the country.

According to current regulations, the monthly health insurance contribution for students is 4.5% of the basic salary; of which, the state budget supports 30% and students pay the remaining 70%. Thus, in the 2024-2025 school year, the health insurance contribution for students will increase significantly due to the increase in the basic salary to 2,340,000 VND/month. Specifically, with the state support of 30% and the provincial budget of 5%, the amount that students in Dak Lak province will pay is 65%, equivalent to 822,000 VND/year.

Because students are required to participate at school and are not allowed to participate in the form of a household to receive a reduction in the contribution, recently there have been families with many children studying at educational institutions who all participate in health insurance and have to pay the same amount, which has become an economic burden for parents, especially for families in difficult circumstances. Accordingly, there are quite a few families of students who do not have the conditions to participate in health insurance, leading to the children not receiving primary health care as well as not being supported with payments when sick or hospitalized.

According to statistics from the Provincial Social Insurance, in the 2023-2024 school year, the whole province has 219,303 students participating in health insurance (reaching nearly 96% of the total number of students eligible to participate). Thus, the whole province still has 9,264 students who have not participated in health insurance; of which, many are concentrated in localities such as Buon Ma Thuot City with over 3,400 students, Ea H'leo district with over 2,000 students, Cu M'gar district with over 1,500 students...

With the proposal of the Ministry of Health to increase the health insurance contribution support level for students from grade 1 to grade 12 from the current 35% to 50%, if approved by the Government, the annual health insurance premium for students will be significantly reduced. Specifically, students only need to pay about 631,800 VND/year, equivalent to nearly 53,000 VND/month (not including the local support level of 5%). For the group of students, the current health insurance support level of 30% is still maintained in this proposal.

The proposal to increase the level of health insurance support for students has been supported by many parents, hoping that it will help reduce the financial burden for families, especially those with many children of school age or in difficult economic circumstances. Ms. Nguyen Thi Ty (Hoa Thuan commune, Buon Ma Thuot city) expressed: "With 3 children in school, the amount of health insurance premium for the children each year is quite large for a farming family like ours. I was very happy to hear that the support level has been increased to 50%. The reduction in health insurance premium will help families reduce some of their worries, especially when the new school year comes with so many payments to make."

Students with difficult circumstances in Buon Ma Thuot City will be given health insurance cards in the 2024-2025 school year.

In addition, if this proposal is approved, it will also contribute to increasing health insurance coverage among students because if the cost of participating in health insurance becomes more reasonable, more students will have access to primary health care services and other necessary medical services, ensuring comprehensive health benefits for the country's future generations. This is considered an important step forward in enhancing social security and ensuring health care rights for students nationwide.

In fact, in recent times, officials and leaders in some localities and educational institutions, especially schools in remote areas and ethnic minority areas, have had to mobilize resources to support the purchase of health insurance cards for students in difficult circumstances. This not only helps students receive health care when they are sick, but also fulfills the health insurance development targets assigned by the education sector and higher authorities. Therefore, this information also brings hope and reduces the pressure on schools and teachers to mobilize students to participate in health insurance.
