NDO - On the afternoon of August 7th, the 7th Vietnam-Cambodia Defense Policy Dialogue took place at the Cambodian
headquarters in Phnom Penh. Lieutenant General Hoang Xuan Chien, Member of the Central Committee of the Communist Party of Vietnam, Member of the Central Military Commission, and Deputy Minister of Defense, and General Chay Saing Yun, Permanent Secretary of State of the Cambodian Ministry of Defense, co-chaired the Dialogue.

Here, General Chay Saing Yun extended his deepest condolences to Vietnam on the passing of
General Secretary Nguyen Phu Trong, expressing his confidence that Vietnam would soon overcome this great loss and continue its national development. Lieutenant General Hoang Xuan Chien respectfully thanked the Cambodian People's Party, the Government, the people, and the Royal Cambodian Army for sharing the great loss of the Vietnamese people; and expressed his emotion at the affection of the Cambodian people for Vietnam in general and for General Secretary Nguyen Phu Trong in particular.

General Hoang Xuan Chien affirmed that Vietnam and Cambodia are two countries with "good neighborly relations, traditional friendship, comprehensive cooperation, and long-term sustainability." The armies and people of the two countries have stood shoulder to shoulder in the struggle against colonialism and imperialism, overthrowing the Pol Pot genocidal regime, bringing independence, freedom, and happiness to the people of each country. Vietnam always values and gives top priority to continuously strengthening and developing relations with Cambodia. General Chay Saing Yun emphasized that this Dialogue is an important testament, reflecting the close relationship between the two armies and is in line with the situation in the region and
the world ; further promoting and contributing significantly to strengthening the traditional friendship and comprehensive cooperation between Cambodia and Vietnam.

During the Dialogue, the two sides exchanged views on the global and regional situation and issues of common concern; they agreed that the
political and security environment in the world and some regions has been undergoing extremely rapid, complex, and unpredictable changes. Both sides affirmed that ASEAN-led mechanisms continue to play a central role in the region, promoting dialogue and cooperation among member states as well as external partners for regional peace and stability. Regarding maritime issues, General Hoang Xuan Chien emphasized that Vietnam advocates maintaining peace and stability, ensuring security, safety, and freedom of navigation and overflight in the East Sea; resolving all disputes through peaceful means, in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS). Effectively and fully implement the Declaration on the Conduct of Parties in the South China Sea (DOC), and build a substantive, effective, and internationally compliant Code of Conduct in the South China Sea (COC).

Regarding bilateral defense cooperation, the two heads of delegations emphasized that since the 6th Dialogue (April 2023), Vietnam-Cambodia defense cooperation has been implemented extensively, substantively, and effectively by both sides; with many activities creating a high level of positive impact on the good friendship between
the governments , armies, and people of the two countries. Notable among these are the exchange of delegations and contacts at all levels; human resource training; maintaining effective dialogue mechanisms, especially the Defense Policy Dialogue mechanism; exchanging information and intelligence; close coordination in managing, protecting, and maintaining the stability of the border and boundary markers; exchanges and promotion of relations between the two countries and armies; multilateral cooperation; and effective coordination and support in searching for, collecting, and repatriating the remains of Vietnamese volunteer soldiers and experts who died in Cambodia during various periods of war. In the coming period, based on the shared understanding between the high-level leaders of the two countries, both sides will continue to strengthen cooperation and effectively implement several key areas of cooperation, including: exchange of delegations at all levels, with a focus on high-level delegations; cooperation in border protection, naval and coast guard affairs with practical and effective mechanisms and activities; and human resource training.

Continuing to maintain the effectiveness of consultation and dialogue mechanisms; promoting the effectiveness of exchange and cooperation mechanisms; exchanges of young officers; coordinating propaganda and
education for generations of military personnel in each country, especially the younger generation, about the history, significance, and importance of the friendly relationship between the people and armies of the two countries; continuing to support each other in multilateral forums, especially those led by ASEAN; continuing to coordinate and effectively support the search, collection, and repatriation of the remains of Vietnamese volunteer soldiers and experts who died in Cambodia... General Hoang Xuan Chien respectfully invited the leaders of the Cambodian Ministry of National Defence and reputable businesses to attend the 2nd Vietnam International Defence Exhibition. At the conclusion of the Dialogue, the two Heads of Delegation signed the Minutes of the 7th Vietnam-Cambodia Defence Policy Dialogue.
