Notice No. 777/TB-VP, signed today, August 15th, by the Office of the People's Committee of Ho Chi Minh City, announces the conclusions of Vice Chairman of the People's Committee Nguyen Van Dung at a meeting to hear reports on the approval of the Project on the Use of Public Assets in Ho Chi Minh City, the difficulties, obstacles, and solutions.
The meeting took place on August 2, 2024. Vice Chairman Nguyen Van Dung presided over the meeting, listening to reports on the approval of the Project on the Use of Public Assets in Ho Chi Minh City, the difficulties and obstacles encountered, and proposed solutions. Attendees included leaders from the Department of Finance, the Department of Education and Training, and the Finance and Planning Division of the Department of Natural Resources and Environment.
After hearing reports from the leaders of the Department of Education and Training, the Department of Finance, and the opinions of the participating units, Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Van Dung concluded and directed: " Public service units, focusing on the education and training sector, shall continue to maintain parking and canteen operations in accordance with the guidance document of the Ministry of Finance in Official Letter No. 9757/BTC-QLCS dated September 26, 2022; the bidding process must be conducted publicly and transparently, ensuring fire safety and food hygiene."
Secondly, the announcement from the Ho Chi Minh City People's Committee Office clearly states: The leaders of the Department of Education and Training are tasked with directing their functional departments to coordinate with the functional departments of the Department of Finance, the Department of Planning and Investment, the City Tax Department, and the Department of Natural Resources and Environment to exchange and agree on the content for implementation.

School canteen operations will continue to be implemented in the new school year.
"Based on that, the leaders of the Department of Education and Training, in coordination with the leaders of the Department of Finance, relevant departments and agencies, the People's Committee of Thu Duc City, and the People's Committees of districts and communes, will organize a specific guidance session for public service units under the education and training sector to understand the methods and procedures for implementation, ensuring that the implementation is unified, effective, and in accordance with regulations. The implementation time is in August 2024," the announcement from the Office of the People's Committee of Ho Chi Minh City stated.
At the same time, the document from the Office of the People's Committee of Ho Chi Minh City also clearly states: "The Department of Finance is assigned to review and re-examine the projects submitted by public service units for appraisal by the Department of Finance, and for which the Department of Finance has provided appraisal comments, but which the units have not yet completed to submit to the competent authority for consideration and decision. Based on that, the Department of Finance will provide solutions and guidance to the units; in cases exceeding its authority, the Department of Finance will compile and propose to the People's Committee of the city for timely guidance to resolve the issues for the units."
At the same time, the Department of Finance will exchange information and work with units whose projects have been approved by the City People's Committee to gather information on how the units have implemented the projects, whether they have encountered any obstacles or difficulties, or if they are performing well. If they are performing well, they will continue to promote their success and serve as a model for other units to follow; if they encounter obstacles or difficulties, they will promptly provide support to ensure the most effective and compliant implementation. The implementation period is August 2024.
