The Ministry of Interior , in coordination with the People's Committee of Hai Phong City, has just completed the dossier proposing the drafting of a National Assembly Resolution on the organization of the urban government model of Hai Phong City.
In the draft recently released for public comment, the Ministry of Interior has proposed an organizational model for Thuy Nguyen City in Hai Phong .
Specifically, the People's Council of Thuy Nguyen City performs the duties and powers stipulated in the Law on Organization of Local Government, other relevant legal provisions, and some duties and powers regarding the decision on budget revenue estimates, the decision on investment policies, and the supervision of the activities of the People's Committee and the Chairman of the People's Committee of the subordinate wards.
The Standing Committee of the Thuy Nguyen City People's Council consists of the Chairman of the People's Council, no more than two Vice-Chairmen of the People's Council, and members who are the heads of the committees of the Thuy Nguyen City People's Council.
The Chairperson of the Thuy Nguyen City People's Council may be a full-time member of the City People's Council; the Vice Chairperson of the People's Council may also be a full-time member of the City People's Council.
The committees of the Thuy Nguyen City People's Council include the Legal Affairs Committee, the Economic and Social Affairs Committee, and the Urban Planning Committee.

The draft proposes that the Chairman of the People's Committee of Thuy Nguyen City perform the duties and powers stipulated in the Law on Organization of Local Government and other relevant legal provisions.
The Chairman of the People's Committee of Thuy Nguyen City has the authority to appoint, dismiss, transfer, rotate, second, reward, discipline, and suspend the work of the Chairmen and Vice-Chairmen of the People's Committees of subordinate wards; and to recruit, employ, and manage civil servants working at the People's Committees of subordinate wards in accordance with the law.
The Chairman of the People's Committee of Thuy Nguyen City also has the right to suspend the implementation, annul part or all of illegal documents of the People's Committees of subordinate wards; and adjust the functions, tasks, and coordination mechanisms of specialized departments under the People's Committee of Thuy Nguyen City.
The People's Committee of Thuy Nguyen City may submit to the People's Council of the same level for consideration and decision the establishment, reorganization, or dissolution of departments to suit the requirements of state management in the city.
The organizational structure of the People's Committee of Thuy Nguyen City includes: the Chairman, Vice-Chairmen, and members. The members of the People's Committee of Thuy Nguyen City include the heads of specialized agencies under the People's Committee, the member in charge of military affairs, and the member in charge of public security.
The People's Committee of Thuy Nguyen City has no more than 4 Vice-Chairmen. The Vice-Chairmen assist the Chairman of the People's Committee of Thuy Nguyen City in carrying out assigned tasks and are responsible to the Chairman of the People's Committee of Thuy Nguyen City.
Previously, in December 2023, Deputy Prime Minister Tran Hong Ha signed a decision approving the Hai Phong City Planning for the period 2021-2030, with a vision to 2050.
The plan sets the goal that by 2030, Hai Phong will have 9 districts, including the 7 current districts (Hong Bang, Ngo Quyen, Le Chan, Hai An, Do Son, Kien An, Duong Kinh), two new districts (An Duong, Kien Thuy), one type 3 city, Thuy Nguyen (based on Thuy Nguyen district), and 5 districts: An Lao, Vinh Bao, Tien Lang, Bach Long Vy, and Cat Hai.
After 2030, An Lão, Vĩnh Bảo, and Tiên Lãng districts will be developed into towns, and Cát Hải district will become a coastal island district.
Thuy Nguyen District covers an area of over 26,000 hectares and currently has the largest population and area in Hai Phong City, with 35 communes and 2 towns, approximately 334,000 people.
Thuy Nguyen aims to become a type 3 urban area by 2025 and a type 2 urban area by 2035, meeting the criteria for green and smart development.
Proposal to organize urban government in Hai Phong without a pilot program.
Hai Phong is a national-level Class I urban area, a port city, and a key maritime economic hub of the country. Alongside its achievements, Hai Phong still faces many difficulties and obstacles, and its development has not been commensurate with its position, potential, and advantages.
According to the Ministry of Interior, the urban government organizational model is currently being implemented in Ho Chi Minh City in accordance with National Assembly resolutions. Hanoi and Da Nang are piloting the urban government organizational model in accordance with National Assembly resolutions, but have been officially approved by competent authorities (the National Assembly has enacted the amended Capital City Law and Resolution 136/2024 on organizing the urban government model and piloting some specific mechanisms and policies for the development of Da Nang).
Therefore, the Ministry of Interior proposes implementing the urban government organization in Hai Phong City without a pilot program and suggests that the title of the National Assembly Resolution be "Resolution on the organization of urban government in Hai Phong City".
