The Ministry of Home Affairs, in coordination with the People's Committee of Hai Phong City, has just completed the dossier proposing the development of a National Assembly Resolution on the organization of the urban government model of Hai Phong City.
In the draft that has just been publicly released for comments, the Ministry of Home Affairs has proposed the organizational model of Thuy Nguyen City in Hai Phong.
In which, the People's Council of Thuy Nguyen City performs the tasks and powers prescribed in the Law on Organization of Local Government, other relevant legal provisions and a number of tasks and powers regarding deciding on budget revenue estimates, deciding on investment policies, and supervising the activities of the People's Committees and Chairmen of the People's Committees of affiliated wards.
The Standing Committee of the People's Council of Thuy Nguyen City includes the Chairman of the People's Council, no more than two Vice Chairmen of the People's Council and members who are heads of committees of the People's Council of Thuy Nguyen City.
The Chairman of the People's Council of Thuy Nguyen City can be a full-time representative of the People's Council; the Vice Chairman of the People's Council is a full-time representative of the People's Council.
The Committees of the People's Council of Thuy Nguyen City include the Legal Committee, the Socio-Economic Committee, and the Urban Committee.

The draft proposes that the Chairman of the People's Committee of Thuy Nguyen City perform the duties and powers prescribed in the Law on Organization of Local Government and other relevant legal provisions.
The Chairman of the People's Committee of Thuy Nguyen City has the right to appoint, dismiss, transfer, rotate, second, reward, discipline, and suspend the work of the Chairman and Vice Chairman of the People's Committee of the affiliated ward; recruit, use, and manage civil servants working at the People's Committee of the affiliated ward according to the provisions of law.
The Chairman of the People's Committee of Thuy Nguyen City also has the right to suspend the implementation, abolish part or all of the illegal documents of the People's Committees of affiliated wards; adjust the functions, tasks, and coordination mechanisms of specialized departments under the People's Committee of Thuy Nguyen City.
The People's Committee of Thuy Nguyen City can submit to the People's Council of the same level for consideration and decision on the establishment, reorganization, and dissolution of departments to suit the requirements of state management in the city.
The organizational structure of the People's Committee of Thuy Nguyen City includes: Chairman, Vice Chairmen and members. Members of the People's Committee of Thuy Nguyen City include members who are heads of specialized agencies under the People's Committee of the City, members in charge of military affairs, and members in charge of public security.
Thuy Nguyen City People's Committee has no more than 4 Vice Chairmen. Vice Chairmen assist the Chairman of Thuy Nguyen City People's Committee in performing assigned tasks and are responsible to the Chairman of Thuy Nguyen City People's Committee.
Previously, in December 2023, Deputy Prime Minister Tran Hong Ha signed a decision approving the Hai Phong City Planning for the 2021-2030 period, with a vision to 2050.
The plan sets a goal that by 2030 Hai Phong will have 9 districts including 7 current districts (Hong Bang, Ngo Quyen, Le Chan, Hai An, Do Son, Kien An, Duong Kinh), two new districts (An Duong, Kien Thuy), a third-class city Thuy Nguyen (based on Thuy Nguyen district) and 5 districts An Lao, Vinh Bao, Tien Lang, Bach Long Vy, Cat Hai.
After 2030, An Lao, Vinh Bao, and Tien Lang districts will be built into towns, and Cat Hai district will become an island district.
Thuy Nguyen District has an area of over 26,000 hectares, currently has the largest population and area in Hai Phong City with 35 communes, 2 towns, about 334,000 people.
Thuy Nguyen is oriented to become a type 3 urban area by 2025, a type 2 urban area by 2035, meeting green and smart development criteria.
Proposal to organize urban government in Hai Phong without piloting
Hai Phong is a national first-class urban area, a port city, and a key maritime economic center of the country. In addition to its achievements, Hai Phong still faces many difficulties and obstacles, and its development is not commensurate with its location, potential, and advantages.
According to the Ministry of Home Affairs, the urban government organization model is currently being implemented in Ho Chi Minh City according to the Resolutions of the National Assembly. Hanoi and Da Nang are piloting the urban government organization model according to the Resolutions of the National Assembly but have been officially decided to be applied by competent authorities (the National Assembly has issued the amended Law on the Capital and Resolution 136/2024 on organizing the urban government model and piloting a number of specific mechanisms and policies for the development of Da Nang).
Therefore, the Ministry of Home Affairs proposed to implement the organization of urban government in Hai Phong City without piloting and proposed the name of the National Assembly Resolution as "Resolution on the organization of urban government in Hai Phong City".
