Ho Chi Minh City aims to become the economic , financial, and service center of Asia.
The Ho Chi Minh City People's Committee has just approved a plan to develop the city into a major service center for the whole country and the region, focusing on high-end, modern, and high value-added service industries.
According to the draft plan "Building the city into a major service center of the country and the region with high-end, modern, high-value-added service industries" recently approved by the Ho Chi Minh City People's Committee, in recent years, the city's economic growth model has been shifting in the right direction, gradually increasing the proportion of services compared to industrial and agricultural production.
During the period 2011-2022, the service sector accounted for the largest share of the city's GRDP and showed an increasing trend, rising from 57.67% in 2010 to 62.54% in 2020 and 64.2% in 2022.
Ho Chi Minh City consistently maintains its position as the service center and service growth hub of Vietnam, contributing 25.7% to the country's overall service sector growth.
However, most service sector units in the city remain small and medium-sized; leading service units that can lead the market have not yet been formed; investment capital is limited; natural linkages towards vertical and horizontal integration are still limited; and, in particular, digital transformation to adapt to the general development trends of the world is not yet strong.

Therefore, the project aims to overcome limitations and create breakthroughs for the service sector of this economic powerhouse. This also aims to transform Ho Chi Minh City into a major national, Southeast Asian, and Asian service center in areas where it has a competitive advantage.
With this plan, the city will select and develop key service sectors with high added value, appropriate in scale and proportion to its potential as a competitive advantage; it will define high-end, modern services that need to be developed, with specific criteria, in line with international practices, and statistical indicators to serve as a basis for measurement and monitoring.

By 2050, Ho Chi Minh City will become a sustainable, global, and environmentally friendly coastal city with a distinctive economy and culture, a high quality of life, the nucleus of the Ho Chi Minh City region and the Southeast region, and a growth pole of the whole country.
