On the morning of June 11th, the Politburo and the Secretariat of the Central Committee of the Communist Party of Vietnam held a national conference to study, understand, and implement Resolution No. 06 of the Politburo on the implementation of the foreign policy guidelines of the 14th Party Congress.
General Secretary and President To Lam attended and delivered a keynote address at the conference. The conference was attended by leaders of the Party and State, along with 800 delegates including leaders of ministries, departments, the Vietnam Fatherland Front, central mass organizations, and representatives from many localities, agencies, and units.

Foreign Minister Le Hoai Trung presented the main content of the resolution and several task groups for implementing the action program to carry out the resolution.
Resolution 06 sets out the goal of developing foreign relations in the new era in a manner commensurate with the historical, cultural, and positional stature of the country.
The resolution clearly outlines guiding principles of ideological orientation, most notably affirming that foreign affairs and international integration are the undertaking of the entire Party, the entire people, and the entire army; identifying foreign affairs as a "crucial and ongoing" task; steadfastly upholding the spirit of strategic autonomy and self-reliance; ensuring national interests; and emphasizing discipline in implementing and effectively fulfilling international commitments.

The resolution also outlines several major directions for the future, including promoting the pioneering role of foreign affairs in preventing risks and contributing to the early and remote protection of the Fatherland; expanding new development spaces for the country; and enhancing Vietnam's responsibility and contribution to resolving common issues of the international community.
Furthermore, the resolution also outlines a direction for enhancing the nation's standing through leveraging the soft power of culture and the resources of overseas Vietnamese; building a comprehensive, modern, and professional diplomacy commensurate with strategic tasks in the new era.

Delivering a keynote address at the conference, General Secretary and President To Lam emphasized that, entering a new era of national development, Vietnam's foreign policy reflects a renewal of thinking, with major viewpoints shaping its ideology.
Foreign relations are defined as a "crucial and ongoing" task, playing a pioneering role in protecting the homeland early and from afar, and creating a favorable international environment for national development.
Foreign relations must develop in proportion to the stature, position, and cultural identity of the nation, contributing to affirming the image of an independent, self-reliant, peaceful, cooperative, and responsible Vietnam.
The foundation of foreign policy is strategic autonomy and national self-reliance, ensuring the highest national interests, placing the people at the center of all policies, and considering contributions to the international community as a responsibility. At the same time, foreign policy is the undertaking of the entire Party and the entire people, leveraging the combined strength of the entire political system and the country.
Elevating the nation's standing
Based on that, the General Secretary and President emphasized that foreign affairs work in the coming period will focus on five major directions.

Firstly, we must play a pioneering role in maintaining a peaceful and stable environment, creating a favorable international situation for the country.
Secondly, foreign relations should become a driving force for opening up new development spaces, organically linked to the socio-economic development process of the country, contributing to attracting external resources and favorable conditions to serve the rapid and sustainable development of the country.
Thirdly, proactively participate in and contribute responsibly to resolving common issues of the international community, enhancing Vietnam's role and position in multilateral mechanisms.
Fourth, elevate the nation's status to match its historical stature, cultural identity, and position, making a positive contribution to human civilization.
Fifth, to build a comprehensive, modern, and professional diplomacy commensurate with the strategic tasks of the new era, contributing to the successful achievement of national development goals by the middle of the 21st century.

In that spirit, the General Secretary and President emphasized the motto "understand deeply, do correctly, do thoroughly, and do effectively," and requested that all ministries, departments, and localities nationwide thoroughly understand and promptly concretize the Resolution into action programs and work plans.
The General Secretary and President also directed that there is a need for strong reforms in inter-sectoral and inter-field mechanisms between the central and local levels, and for strengthening the leadership apparatus to effectively coordinate the implementation of the resolution.
The General Secretary and President expressed confidence that with strong political determination and the involvement of the entire political system, Resolution 06 will soon be implemented, enabling foreign affairs to effectively play its pioneering role and fulfill its crucial and ongoing nhiệm vụ, contributing to the building of a developed, independent, self-reliant, and strong Vietnam in the new era.
