This is a significant opening session, taking place in the context of the entire Party, people, and army focusing on implementing the Resolution of the 14th Party Congress; the new state apparatus has been consolidated and is entering a new stage of development with very high demands on maintaining political stability, strengthening national defense, ensuring security, and firmly protecting the Fatherland.
At the meeting, the Council reviewed, discussed, and provided feedback on three key issues: the report summarizing the implementation of the Council's operational regulations for the 2021-2026 term and the operational direction for the 2026-2031 term; the draft operational regulations for the Council for the 2026-2031 term; and the draft comprehensive activity program for the Council for the 2026-2031 term.
The meeting unanimously recognized that the National Defense and Security Council is a special constitutional institution, linked to crucial national and ethnic issues; its function and nhiệm vụ is to consider and decide on particularly important issues related to national defense, security, and the protection of the Fatherland.
In the context of a rapidly evolving, complex, and unpredictable global and regional situation; intense strategic competition among major powers; and intertwined traditional and non-traditional security challenges, the Council is required to proactively research, assess, forecast, and prepare early and in advance, ensuring the country is not caught off guard or unprepared in any situation.
The opinions expressed at the meeting focused on objectively and comprehensively evaluating the results of implementing the Council's operational regulations for the 2021-2026 term; clarifying the achievements while frankly pointing out shortcomings and limitations regarding coordination mechanisms, information and reporting systems, content preparation methods, research quality, forecasting, advice, and handling of inter-sectoral and inter-field issues.
Based on that, the Council provided feedback on the operational direction for the 2026-2031 term, ensuring practical and effective operation in accordance with its functions and authority as stipulated in the Constitution and laws.
Regarding the draft regulations for the new term, the Council emphasized the need to ensure clear principles, responsibilities, authority, coordination mechanisms, and working procedures; while also being proactive, flexible, and timely in handling issues arising from practical situations.
For the entire term's work program, the Council identifies key, strategic, and critical issues within the scope of its functions and responsibilities; ensuring comprehensiveness without being too broad, with a focus on key areas, and promoting its role in strategic guidance and forecasting.
The first session of the National Defense and Security Council for the 2026-2031 term was successfully concluded, laying an important foundation for the Council's activities throughout the term, contributing to improving the effectiveness of leadership and guidance in handling strategic issues related to national defense, security, and foreign affairs, and firmly protecting the socialist Fatherland of Vietnam in the new situation.
