During the morning session, the Central Committee elected President To Lam as General Secretary. In the afternoon of the same day, the Central Committee agreed to relieve four Central Committee members of their positions.
On August 3rd in Hanoi, the 13th Central Committee of the Communist Party of Vietnam held a meeting on personnel matters within its authority. During the morning session, the Central Committee introduced candidates and elected the General Secretary of the 13th Central Committee. Politburo member and Prime Minister Pham Minh Chinh chaired the meeting on behalf of the Politburo. Based on Party regulations and the Politburo's personnel nomination guidelines, the Central Committee, demonstrating a high sense of responsibility, focused its intellect, engaged in democratic discussion, and unanimously elected Politburo member and President To Lam with an absolute majority of 100% of votes to serve as the General Secretary of the 13th Central Committee of the Communist Party of Vietnam .

General Secretary To Lam delivered a speech affirming the inheritance and development of the revolutionary achievements built by the late General Secretary Nguyen Phu Trong and previous generations of leaders; maintaining unity and cohesion; and, together with the Central Committee, the Politburo , and the Secretariat, resolutely leading and directing the entire Party, people, and army to successfully achieve the goals and tasks set forth by the 13th National Party Congress, successfully organizing the 14th National Party Congress, and leading the country to steadily develop in the new period. In the afternoon session, the Central Committee considered the resignation requests of several leaders of central and local agencies. General Secretary and President To Lam, on behalf of the Politburo, chaired the meeting.

Based on the report of the Central Inspection Committee and the proposal of the Central Organization Committee, the Central Committee of the Party has found that Mr. Le Minh Khai, Secretary of the Central Committee of the Party, Deputy Prime Minister, former Secretary of the Party Committee, Inspector General of the Government ; Mr. Dang Quoc Khanh, Member of the Central Committee of the Party, Secretary of the Party Committee, Minister of Natural Resources and Environment, former Secretary of the Ha Giang Provincial Party Committee, Head of the 15th National Assembly Delegation of Ha Giang province; Mr. Nguyen Xuan Ky, Member of the Central Committee of the Party, Secretary of the Quang Ninh Provincial Party Committee, Chairman of the Quang Ninh Provincial People's Council; and Mr. Chau Van Lam, Member of the Central Committee of the Party, Secretary of the Tuyen Quang Provincial Party Committee, Head of the 15th National Assembly Delegation of Tuyen Quang province, have violated Party regulations in performing their assigned duties and responsibilities, violated regulations on what Party members are not allowed to do, the responsibility of setting an example, and regulations on preventing and combating corruption and negative phenomena. Clearly recognizing their responsibility to the Party and the People, these comrades have submitted letters requesting to resign from their assigned positions. Based on current regulations of the Party and State, and considering the wishes of the comrades, the Central Committee of the Party agrees to relieve Mr. Le Minh Khai from his position as Secretary of the Central Committee and Member of the Central Committee of the Party, 13th term; and agrees to relieve Mr. Dang Quoc Khanh, Mr. Nguyen Xuan Ky, and Mr. Chau Van Lam from their positions as Members of the Central Committee of the Party, 13th term.
