TKV strengthens safety measures in the face of unusual climate change conditions.
Recently, in Quang Ninh, the Vietnam Coal and Mineral Industry Group organized a conference to implement technical safety solutions under the unusual impacts of climate change.
The conference reviewed the results of occupational safety and health work during the first seven months of 2024.
Accordingly, based on the content of the directives from TKV, the Group's specialized departments and units have resolutely implemented solutions to ensure occupational safety and hygiene in propaganda and training; and in technical management, safety, and hygiene. Underground mining units have paid special attention to ventilation; drainage and exploratory drilling to prevent water bursts; basic technical management and mine pressure; and strengthening inspection and supervision...
The results of the occupational safety and health plan implementation in the first 7 months of 2024 show that the total value of implementation across 5 areas reached over 703.81 billion VND, equivalent to 50.9% of the annual plan. Units with high implementation rates, achieving >50% of the annual plan, include: Uong Bi Coal Mine, Nam Mau Coal Mine, Mong Duong Coal Mine, Thong Nhat Coal Mine, Environment Coal Mine, Coc Sau Coal Mine, Miner Transportation Coal Mine, and Automotive Industry Coal Mine. Regarding the tasks for the remaining months of 2024 and the implementation of occupational safety and health work under the unusual impact of climate change, the Group aims to "minimize the number of occupational accidents and incidents caused by human error; reduce the number of fatal occupational accidents; and prevent catastrophic accidents and incidents."
To achieve the safety targets set for 2024, the Group requires heads of units to immediately address the shortcomings and deficiencies of the first seven months of 2024, and to implement technical and safety measures under the unusual impact of climate change.
In particular, for underground coal mining units, it is necessary to regularly inspect and review the surface topography to detect subsidence areas, organize timely backfilling, and minimize water seepage into the mine; strengthen the updating and review of areas and objects at risk of water ingress; technical procedures, design and construction passports - construction methods, safety measures - incident handling must be promptly disseminated by technical staff; continue to strengthen inspection work by company-level, site, workshop and mine emergency center staff, paying attention to regulations on inspection duration; effectively implement measures to prevent and eliminate incidents, control mine gas, mine pressure, ventilation, drainage…
Speaking at the conference, Mr. Pham Duy Thanh, Deputy Director of the Quang Ninh Department of Industry and Trade, shared with TKV the losses caused by labor accidents and requested that the Group report to the Ministry of Industry and Trade soon to issue national standards on mining laws. He also suggested that technological processes need to be adjusted and supplemented to ensure compliance with legal regulations and adapt to current climate change. In management and operation, units need to strictly adhere to the law on chemical management and thoroughly review basic construction projects. In the financial sector, acceptance procedures need to be re-examined.
At the conference, Board Member Vu Thanh Lam instructed coal and mineral mining units operating underground mines using open seam methods and underground mining technology to focus on strictly controlling water inflow into the mine; units must equip themselves with the necessary equipment to proactively respond to adverse situations, and recalculate the amount of pumping to develop appropriate measures and solutions; the Mining Science and Technology Institute should develop a plan to use color indicators to identify suspected water inflow points in the mine to coordinate with underground mining units and prevent safety hazards; review all stages and processes in underground mining technology, especially longwall mining technologies with recovery and drilling. Simultaneously, attention should be paid to the use of exploration methods and equipment in controlling rock walls; regarding hazards, units need to implement the principle of self-reliance in safety, from the highest command level to the departmental management system and the workers.

Concluding the conference, Deputy General Director Nguyen Huy Nam assessed that, given the current complex level of climate change, the risk to the entire Group is high. Therefore, to ensure safety in the future, the Deputy General Director requested that all underground coal mining units, including those mining thick seams and recovering roof coal, review the terrain. If water seepage is detected, mining should be stopped to conduct exploratory drilling.
In addition, the Group will strengthen the thematic inspections already outlined and continue to conduct inspections to rectify and prevent risks; continue to strictly enforce regulations on occupational safety and hygiene, including strictly complying with and imposing disciplinary measures to deter violations of safety regulations; strengthen training and awareness campaigns for employees so that they understand what needs to be done, enhance their sense of responsibility, and proactively protect themselves and their colleagues; the Safety Committee will incorporate all leadership directives and communicate the conclusions to the units for implementation.
