The emulation and reward work and the "Determined to Win" emulation movement always closely adhere to political tasks, closely linked with studying and following the thoughts, ethics, and style of Ho Chi Minh, and the "Promoting traditions, contributing talents, worthy of the name of Uncle Ho's soldiers" campaign; focusing on breakthroughs, overcoming weaknesses and difficulties; creating strong motivation to comprehensively fulfill military and national defense tasks, building a clean, strong, and exemplary Party Committee of the Military Region, and a comprehensively strong and "exemplary" armed forces of the Military Region.

The armed forces of Military Region 9 have thoroughly grasped the resolutions, directives, and strategies of the Party and State on military and national defense; proactively monitored the situation, advised the Central Military Commission and the Ministry of National Defense, and closely coordinated with other forces to effectively handle situations, preventing passivity and surprise, contributing to maintaining political security and social order, and creating favorable conditions for socio-economic development.

The training and combat readiness tasks organized and implemented by the armed forces of Military Region 9 are in line with the specific characteristics of the river delta region; many research projects, initiatives, technical improvements, and training models have been applied in practice. Significant progress has been made in establishing regular procedures, management, education, and discipline; logistics, technical, financial, policy, civilian affairs, and defense diplomacy work have been consistently performed well; and many policies and solutions have been implemented to improve the living standards of officers and soldiers...

Delivering a directive speech at the congress, Senior General Huynh Chien Thang requested the Party Committee, the Command of Military Region 9, and the Party committees and commanders of agencies and units to continue to thoroughly understand and strictly implement the Party's guidelines, the State's policies and laws, and the resolutions and directives of the Central Military Commission and the Ministry of National Defense on emulation and commendation. He emphasized that the content and targets of emulation and the organization of the "Determined to Win" emulation movement must closely adhere to the political tasks of the Military Region's armed forces and the goals of socio-economic development, national defense, and security; especially the thorough understanding and implementation of Resolution No. 8 (13th Party Congress) on the Strategy for National Defense in the new situation, Resolution No. 28 of the Politburo, and Government Decree No. 21 on defense zones.

Focus on building exemplary, clean, and strong Party committees and organizations at all levels, and exemplary, comprehensively strong agencies and units; consistently and closely link the "Determined to Win" emulation movement with the patriotic emulation movement at the local level and other emulation movements and campaigns of all levels, sectors, and organizations. Along with that, it is necessary to focus on improving the quality of building and promoting advanced models; paying attention to building and effectively implementing unique emulation models that bear the distinctive mark and creativity of the Armed Forces of Military Region 9; and ensuring that many advanced models and examples are disseminated and replicated throughout the army and the entire country.

In particular, the Party Committee, the Command of Military Region 9, and the agencies and units within the Military Region's armed forces have developed plans and action programs to concretize and successfully implement the directions and tasks of emulation and reward work for the next five years as determined by the congress.

Specifically, from now until the end of 2024, the armed forces of the Military Region need to organize well the high-intensity emulation campaign "Proud of traditions - continuing the glorious achievements - worthy of the name of Uncle Ho's soldiers" and activities commemorating the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of the National Defense Day; at the same time, proactively and actively prepare for the successful organization of Party congresses at all levels within the Military Region's Party Committee, leading to the 12th Party Congress of the Army and activities commemorating the 50th anniversary of the liberation of the South and national reunification, and the 80th anniversary of the National Day of the Socialist Republic of Vietnam in 2025.
