Deputy Prime Minister Phan Van Giang has just signed a decision of the Prime Minister regulating the receipt and coordination of relief and support resources from abroad and the deployment of Vietnamese forces and equipment abroad to participate in response, recovery, humanitarian assistance, and disaster relief activities.
According to the decision, Vietnamese forces deployed abroad to participate in response, recovery, humanitarian assistance, and disaster relief operations include both standing forces and other forces. The standing forces are the Ministry of National Defence and the Ministry of Public Security .
The Ministry of Defence deployed: a collapse rescue team; an environmental remediation team; a search and rescue team using sniffer dogs; a maritime search and rescue fleet; a submarine rescue center; a field hospital; and a military medical team.
The Ministry of Public Security dispatched: a firefighting and rescue team; a team using sniffer dogs for search and rescue operations; and an emergency first aid medical team.

In addition, the state management agencies in each sector, and the People's Committees at the provincial level, will organize and deploy experts and personnel under their authority to participate in international humanitarian assistance and disaster relief activities when requested by competent authorities.
Vietnamese forces participating in international disaster response, recovery, humanitarian assistance, and relief operations receive training in foreign languages, professional skills, and expertise related to international humanitarian assistance and disaster relief; they organize training and exercises at least once a year.
Vietnamese forces participating in humanitarian assistance and disaster relief operations must possess good moral character, be healthy enough to work in harsh environments, and be under 45 years of age (except for commanders); exceptional cases will be decided by the competent authority.
Specialized, modern, compact, lightweight, standardized, multi-functional equipment and vehicles capable of carrying loads, rapid mobility, and suitability for each type of disaster and assistance requirement of the host country.
Uniforms for overseas assignments are standardized according to regulations issued by the relevant state ministry in each sector.
The budget for ensuring the operation of Vietnamese forces abroad to participate in response, recovery, humanitarian assistance, and disaster relief activities comes from the state budget, allocated in the annual state budget estimates of central and local ministries and agencies.
According to the Prime Minister's decision, based on Vietnam's diplomatic relations and the need for assistance of the disaster-stricken country, the relevant state management ministries, in coordination with central and local ministries and agencies, shall prepare proposals to deploy Vietnamese forces and resources to participate in humanitarian assistance and disaster relief.
In principle, in cases where proposals are made to deploy military and police forces abroad to participate in response, recovery, humanitarian assistance, and disaster relief operations, the Ministry of National Defense will take the lead, coordinating with the Ministry of Public Security and other relevant ministries and agencies to submit proposals to the Standing Committee of the Party Central Committee for consideration and decision.
In cases where a proposal is made to deploy police forces abroad to participate in response, recovery, humanitarian assistance, and disaster relief activities (without the presence or resources of the Ministry of National Defense), the Ministry of Public Security shall take the lead and coordinate with central ministries and agencies to submit the proposal to the Standing Committee of the Party Central Committee for consideration and decision.
In cases where it is proposed not to deploy armed forces abroad to participate in response, recovery, humanitarian assistance, and disaster relief operations, the ministries and central and local agencies assigned to command the operation shall report and propose to the Prime Minister for consideration and decision.
