On August 8th, Ms. Nguyen Thi Tuyen, Member of the Central Committee of the Party and Standing Deputy Secretary of the Hanoi Party Committee, presided over a courtesy visit to the training course on government administration for officials of Vientiane Capital (Laos). The course was led by Ms. Khamma Sengmyxay, Member of the Standing Committee of the Vientiane Capital Party Committee and Head of the Organization Department of the Vientiane Capital Party Committee – the head of the Vientiane delegation – before the conclusion of the training course in Hanoi .
Also present at the reception were Vice Chairmen of the City People's Council Pham Qui Tien and Vice Chairman of the City People's Committee Nguyen Manh Quyen.

Opening the meeting, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Thi Tuyen affirmed the special, fraternal relationship between the two parties, two states, and two peoples of Vietnam and Laos. “That relationship has been forged over many years of history and continues to be promoted and developed, serving as an exemplary model between the two parties, two states, two peoples, and two capitals,” the Standing Deputy Secretary of the Hanoi Party Committee emphasized.
The Standing Deputy Secretary of the Hanoi Party Committee stated that for many years, Hanoi has always paid attention to Party building and the political system. Currently, the City Party Committee and its subordinate Party committees are focusing on implementing Directive 35-CT/TW of the Politburo on organizing Party congresses at all levels leading up to the 14th National Party Congress.
The city also focused on socio -economic development and national defense and security in 2024, a year of acceleration to complete the targets and goals of this term. Accordingly, despite facing many difficulties in the general context of the region and the world, Hanoi has made efforts, leveraging its traditions and potential advantages to achieve the set goals. In the first six months of 2024, Hanoi's economic growth reached 6%, higher than the same period in 2023. State budget revenue in the area reached over 252,000 billion VND, achieving 61.7% of the projected target, an increase of 12.5% compared to the same period. Domestic revenue accounted for more than 94% of the city's total revenue.

Total investment in social development increased by over 9.4%, higher than the same period in 2023. Hanoi also focused on developing both the economy and culture and society, including a dedicated program for cultural development. Hanoi invested in, preserved, and restored over 5,000 historical relics. Its education sector ranked first nationwide. In terms of infrastructure investment connecting the Capital Region, Hanoi implemented the project to build Ring Road 4 - Capital Region and parallel roads to increase connectivity with other provinces and cities.
In particular, on June 28, 2024, the National Assembly passed the amended Law on the Capital City, effective from January 1, 2025, and provided input on two major planning documents: the General Planning for the Construction of the Capital City until 2030 and a vision to 2050; and the revised General Planning for the Construction of the Capital City until 2045, with a vision to 2065. These two plans will help shape urban space, management, investment, and future urban development. Accordingly, two cities will be established under the direct administration of the Capital City.
The Standing Deputy Secretary of the City Party Committee expressed his hope that, through this training course, the two capitals would continue to cultivate the everlasting friendship between the two Parties, two States, and two peoples, ensuring its sustainable development.

On behalf of the class, Khamma Sengmyxa, Member of the Standing Committee of the Vientiane City Party Committee and Head of the Organization Department of the Vientiane Capital City Party Committee, thanked the Standing Committee of the Hanoi City Party Committee and the city leaders for their warm and respectful welcome, and for creating all the necessary conditions for the class with its rich and meaningful thematic content.
Regarding information on some outstanding activities in Vientiane, Comrade Khamma Sengmyxa stated that the experiences and lessons learned from Hanoi, along with the development of Hanoi and the localities visited, are very practical and of great importance to the delegation members for studying and applying valuable lessons and experiences to their work, leading to higher efficiency and better service to the people.

Emphasizing the unique relationship between the two Parties, two States, and two Capitals, Comrade Khamma Sengmyxay stated that efforts will continue to build upon the good traditional relationship and promote increasingly strong comprehensive cooperation.
