TPO - Based on the success of the project connecting Tran Quoc Hoan and Cong Hoa roads, Prime Minister Pham Minh Chinh suggested that Ho Chi Minh City learn from this experience to implement subsequent projects, creating a foundation for rapid and sustainable development.

On the afternoon of August 10th, Prime Minister Pham Minh Chinh attended and delivered a speech at the opening ceremony for package 9 of the project to build a road connecting Tran Quoc Hoan and Cong Hoa streets (a project connecting Terminal 3, Tan Son Nhat International Airport), Tan Binh District, Ho Chi Minh City.

Speaking at the ceremony, the Prime Minister stated that the project connecting Tran Quoc Hoan Street and Cong Hoa Street in Tan Binh District (Ho Chi Minh City) is a key national project. This is because it is a project that will be seamlessly connected to the T3 terminal of Tan Son Nhat International Airport. The project commenced in December 2022, and to date, Ho Chi Minh City has opened the underpass – package 9 (the underpass at the Tran Quoc Hoan - Phan Thuc Duyet intersection) – and is launching a 130-day campaign to bring the entire project to completion by December 31st of this year.

The head of the government commended the efforts and determination of the Party Committee, the government, and the people of Ho Chi Minh City in implementing the project, especially the sacrifices of the people who gave up their homes to serve the city's overall project.

"We also welcome the proactive spirit of 'only moving forward, no turning back.' This project is linked to the T3 terminal project at Tan Son Nhat International Airport; the two projects are closely intertwined, ensuring the synchronized and efficient operation of the T3 terminal and contributing to reducing congestion on other routes leading to Tan Son Nhat airport," said Prime Minister Pham Minh Chinh.

Regarding the implementation of key projects, the Prime Minister stated that the most difficult issue currently remains land clearance, because this is where people earn their living and work. When implementing projects, it is necessary to ensure the development of transportation infrastructure, while also ensuring the stability of people's lives in their new homes, ensuring a balance of interests and that the new homes are equal to or better than their previous ones.

"I would like to thank the people for giving up their land for the project so that it could be implemented and completed ahead of schedule. I highly appreciate Ho Chi Minh City's efforts in bringing the project to completion 3 months ahead of schedule; this is a great effort by all levels, sectors, people, and businesses. Furthermore, Ho Chi Minh City has done a good job in resettlement by arranging resettlement areas right near the project site," the Prime Minister said.

In this spirit, the head of the government requested that Ho Chi Minh City be more determined, including disbursing public investment capital, freeing up existing resources, and contributing to creating new development spaces and value. In particular, this includes reducing travel time and logistics costs, increasing the competitiveness of goods, and improving investment efficiency.

"Based on the success of this project, I suggest that Ho Chi Minh City learn from this experience to carry out subsequent projects, creating a foundation for rapid and sustainable development. In particular, it is necessary to maintain the progress of the Tran Quoc Hoan - Cong Hoa connecting road project in accordance with the spirit of 'only discussing action - no turning back,' overcoming challenges and overcoming obstacles," Prime Minister Pham Minh Chinh instructed.

Mr. Luong Minh Phuc, Director of the Ho Chi Minh City Transport Department (the project's investor), said that the road connecting Tran Quoc Hoan and Cong Hoa streets (Tan Binh district) has a total investment of approximately 4,848 billion VND. The project is 4km long with 6 lanes.

Specifically, package number 9 (construction of the Tran Quoc Hoan - Phan Thuc Duyet underpass) has a total value of 200 billion VND, a total length of 600m, and a cross-section of 9m (2 lanes).
