Foreign Minister S. Jaishankar expressed his deepest condolences to the Party, State, Government, and People of Vietnam on the passing of General Secretary Nguyen Phu Trong, an outstanding leader and a great friend of the Indian people. On behalf of the Government of India, Foreign Minister S. Jaishankar respectfully thanked and warmly welcomed Prime Minister Pham Minh Chinh, one of the first foreign leaders to pay a state visit to India since the re-election of Prime Minister Narendra Modi's third term government; affirming that the Indian Government highly values the visit and believes it will provide a strong impetus for Vietnam-India relations in the future. Prime Minister Pham Minh Chinh respectfully thanked the senior Indian leaders for sending condolences and for sending a delegation to Vietnam to pay respects to General Secretary Nguyen Phu Trong. The Prime Minister highly appreciated the Indian Ministry of External Affairs and Minister S. Jaishankar personally for their efforts in closely coordinating with the Vietnamese Ministry of Foreign Affairs and the Vietnamese Embassy in India to meticulously prepare for the visit in a very short time, and for carefully arranging important working sessions for the visit. Prime Minister Pham Minh Chinh welcomed the two Foreign Ministers' successful co-chairing of the 18th Vietnam-India Joint Committee (September 2023), an important preparatory step for the visit, as well as their efforts to complete the Action Program for implementing the Vietnam-India Comprehensive Strategic Partnership for the period 2024-2028 with many new initiatives. Prime Minister Pham Minh Chinh hoped that through this visit, the relationship between the two countries would enter a new era of greater trust, deeper understanding, and higher effectiveness, meeting the aspirations of the leaders and people of both countries.

Prime Minister Pham Minh Chinh expressed his desire to discuss with the Indian side the key areas of cooperation in the coming period, including high-level and other exchanges, local exchanges, and people-to-people exchanges; strengthening economic, trade, and investment cooperation, aiming to soon increase bilateral trade to US$20 billion; and expanding cooperation into new areas such as green transformation, digital transformation, innovation, semiconductor chips, and artificial intelligence. The Prime Minister requested that the two Ministries of Foreign Affairs focus on coordinating with relevant ministries and agencies in reviewing and implementing high-level agreements. Both sides also agreed to continue cooperation in regional and international forums and agreed to support ASEAN's stance on the South China Sea. Foreign Minister S. Jaishankar thanked Prime Minister Pham Minh Chinh for his insightful guidance and support for bilateral relations, affirming his commitment to working with the Vietnamese Ministry of Foreign Affairs to further strengthen Vietnam-India relations in the future.
