On the afternoon of August 10th, Prime Minister Pham Minh Chinh attended the opening ceremony of the Tran Quoc Hoan - Phan Thuc Duyet underpass (at the gateway to Tan Son Nhat airport, connecting to Terminal 3).

Also attending the ceremony were Ho Chi Minh City Party Secretary Nguyen Van Nen, Deputy Prime Minister Tran Hong Ha, Minister and Head of the Government Office Tran Van Son, along with leaders of various ministries, departments, and Ho Chi Minh City.
Speaking at the inauguration ceremony, Prime Minister Pham Minh Chinh expressed his delight that after more than a year since its commencement, the project has officially opened to traffic. The Prime Minister noted that this is one of 12 important national projects that were simultaneously launched nationwide in December 2022.
Later, the Prime Minister inspected the progress of the project. At that time, land clearance was very challenging, but with great determination, the project has now been completed and opened to traffic. The Prime Minister highly appreciated the decisive working spirit and the "work hard, not back down" attitude of the Party Committee, government, and people of Ho Chi Minh City. The Prime Minister also expressed gratitude to the people who relinquished their land so that Ho Chi Minh City could complete the project.
In that spirit, the Prime Minister suggested that Ho Chi Minh City continue to boost public investment, complete key projects, and create favorable infrastructure for socio-economic development.

Mr. Luong Minh Phuc, director of the Ho Chi Minh City Investment and Construction Management Board for Transportation Projects (Transportation Board), said that the construction of this underpass faced many difficulties due to the complex geological conditions, the presence of many underground water sources, and its location at the gateway to Tan Son Nhat Airport with a large volume of traffic.
Therefore, the challenge was to ensure that construction could proceed while maintaining continuous traffic flow, meeting deadlines and quality standards. However, the project has been completed ahead of schedule.
On this occasion, the Transport Department, along with the consulting and supervision units and contractors for the remaining packages of the project, launched a 130-day and night emulation campaign to accelerate progress. The goal is to complete the entire route and open it to traffic by the end of this year, ready to serve Terminal T3 when it becomes operational.
