On the afternoon of August 10, Prime Minister Pham Minh Chinh attended the opening ceremony of the Tran Quoc Hoan - Phan Thuc Duyet underpass (at the gateway to Tan Son Nhat airport, connecting to terminal T3).

Also attending the ceremony were Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen, Deputy Prime Minister Tran Hong Ha, Minister and Head of the Government Office Tran Van Son and leaders of ministries and branches of Ho Chi Minh City.

Speaking at the inauguration ceremony, Prime Minister Pham Minh Chinh expressed his excitement that after more than a year of construction, the project has officially opened to traffic. The Prime Minister mentioned that this is one of 12 important national projects to be started simultaneously across the country in December 2022.

After that, the Prime Minister went to survey the progress of the implementation. At that time, the site clearance work was very "difficult", but with great determination, the project has now been opened to traffic. The Prime Minister highly appreciated the spirit of working hard, "working, not backing down" of the Party Committee, government and people of Ho Chi Minh City. The Prime Minister also expressed his gratitude to the people who gave up their land so that Ho Chi Minh City could complete the project.

In that spirit, the Prime Minister suggested that Ho Chi Minh City continue to promote public investment, complete key projects, and create favorable infrastructure for socio-economic development.

Mr. Luong Minh Phuc - Director of the HCM City Traffic Construction Investment Management Board (Traffic Board) - said that the construction of this underpass encountered many difficulties due to complex geology, many underground water veins, and at the gateway area of ​​Tan Son Nhat airport with a large number of vehicles.

Therefore, the challenge is how to ensure construction and maintain continuous traffic while meeting progress and quality... However, up to now, the project has been completed ahead of schedule.

On this occasion, the Traffic Department, together with the supervising consultants and contractors of the remaining packages of the project, launched a 130-day and night competition to speed up the progress. Thereby, the entire route will be completed and opened to traffic by the end of this year, ready to serve the T3 terminal when it is put into operation.

With the Tran Quoc Hoan underpass project, the starting point of this project is the underpass that will open to traffic today at the intersection of Tran Quoc Hoan Street - Phan Thuc Duyen Street, and the end point is at the intersection of Truong Chinh and Cong Hoa. The project has a total investment of 4,848 billion VND (of which compensation, support, and resettlement costs are 2,412 billion VND, construction costs are 1,500 billion VND and other costs), with a total length of 4km, 6 lanes wide. The construction package of the Tran Quoc Hoan underpass alone has a total value of 200 billion VND, a length of about 600m including both closed and open tunnels and access roads.
