The two Prime Ministers expressed their pleasure at holding their first telephone conversation after the first session of the 16th National Assembly of Vietnam finalized the appointment of government leaders.
Prime Minister Li Qiang expressed his appreciation and high regard for Prime Minister Le Minh Hung's significant contributions to Sino-Vietnamese relations in his various capacities.
Highly appreciating the views of the Chinese Party and State leaders on prioritizing the development of relations with Vietnam in its neighborly foreign policy, Prime Minister Le Minh Hung emphasized that the Vietnamese Party and State always consider developing relations with China as a consistent policy, an objective requirement, a strategic and natural choice, and a top priority in Vietnam's independent, self-reliant, self-strengthening, multilateral, and diversified foreign policy.

The two Prime Ministers highly appreciated the positive progress in the relations between the two Parties and two countries in recent times, especially in the prompt and timely development and implementation of plans and action programs to realize the important common understanding between the top leaders of the two Parties and two countries.
The two Prime Ministers agreed to maintain regular, sincere, and trustworthy exchanges, and to coordinate closely to further concretize high-level agreements and the outcomes of the recent very successful State visit to China by General Secretary and President To Lam, as well as the State visit to Vietnam in 2025 by General Secretary and President Xi Jinping.
Promoting substantive cooperation in various fields.
Regarding future cooperation, Prime Minister Le Minh Hung suggested that both sides further strengthen strategic trust, organize high-level exchanges and contacts effectively, and utilize existing cooperation mechanisms, including the 3+3 Strategic Dialogue mechanism for diplomacy, defense, and public security between the two countries.
The Prime Minister proposed that the two countries strengthen infrastructure connectivity, form a multimodal transport system, prioritize railway cooperation, and enhance connectivity with other countries and regions; promote balanced and sustainable development of bilateral trade, promptly put into operation smart border gate models, and build cross-border economic cooperation zones, thereby facilitating trade, investment, and industry cooperation.
Prime Minister Le Minh Hung also expressed his desire for both sides to further expand cooperation in science and technology, education, training of high-quality human resources, healthcare, especially traditional medicine; to promote cooperation in culture and tourism, and to successfully implement the Vietnam-China Tourism Cooperation Year 2026-2027; and to continue to effectively utilize existing local cooperation mechanisms, especially between border localities, while expanding cooperation between localities with rich potential.
Prime Minister Li Qiang affirmed that China has always considered Vietnam a priority in its neighborly foreign policy; China will work with Vietnam to closely adhere to high-level common understandings, deepen strategic linkages in development, and promote substantive cooperation in various fields.

Prime Minister Li Qiang agreed with Prime Minister Le Minh Hung's views, and affirmed that China is ready to promote railway cooperation between the two countries and strengthen connectivity with other countries and regions; promote industry connectivity, agricultural trade, and cooperation in testing and quarantine.
He also encouraged reputable and capable enterprises to expand high-quality investments, especially in science and technology and innovation; strengthen cooperation in ensuring energy security and electricity connectivity; successfully implement the China-Vietnam Tourism Cooperation Year 2026-2027; enhance people-to-people exchanges and successfully implement cooperation projects on social welfare.
The two Prime Ministers also exchanged views on international and regional issues of mutual concern; affirming close coordination to ensure the success of the APEC Years 2026 and 2027 to be held in China and Vietnam.
Both sides also agreed to work together to better manage and handle disagreements, maintain peace and stability at sea, and strengthen a favorable environment for the development of each country.
