Currently, the project still has an unfinished 110kV transmission line from the factory to the national power grid due to site clearance work.

According to Deputy Director of the Department of Industry and Trade Nguyen Viet Ha, the 31.7km long 110kV line has completed construction of 115 electric pole foundations and 13.36km of wire has been pulled, 18.34km has not been pulled due to land acquisition problems; of which, the section through Tuyen Hoa district is 1.76km and the section through Minh Hoa district is 16.58km.

For the section through Tuyen Hoa district, there are problems related to some households obstructing the reoccupation and the power cut procedure affecting both Tuyen Hoa and Minh Hoa districts. The section through Minh Hoa district has problems related to 45 households in the corridor who have not received money because they have not yet agreed on the compensation support costs. Although in addition to the compensation support plan approved by the district People's Committee, the investor has also calculated additional support outside the plan, but the people still propose a much higher level, which is not in line with the policy.

In addition to households that have not received money, during the wire pulling process, many households located within the corridor of the line have received support money but still obstruct, re-occupy and request additional compensation for wire pulling. Many households with land for growing annual crops, crops, and fish ponds located under the corridor of the line are not eligible for compensation but still obstruct, do not allow wire pulling and request the investor to provide new compensation for construction.

The La Trong Hydropower Project has been under construction for many years but has not yet been completed. To focus on removing obstacles and speeding up the project's completion, the Department of Industry and Trade is requesting the Provincial People's Committee to direct relevant local authorities to coordinate with the investor to review the documents and legal procedures related to compensation and site clearance regulations according to current regulations to develop a plan to compile and count the actual details of the land documents associated with assets on the land within the scope of compensation for site clearance for the 110kV line passing through. Wherever the site clearance reaches, the investor must proceed to set up markers.

The authorities are also ready to deploy construction protection plans and strictly handle cases of intentional violations, construction obstruction, and illegal re-encroachment of construction sites according to the law. The investor needs to closely coordinate with relevant agencies and units to propose specific plans and power outage schedules to serve the construction of the 110kV line, avoiding affecting production and business activities in the two districts of Tuyen Hoa and Minh Hoa and the Cha Lo International Border Gate area.
