Accordingly, on July 24th, the emergency department of Cho Ray Hospital received a patient named NTKN in a state of fatigue, shortness of breath, and pain in many fatty areas of the body after undergoing liposuction surgery at FA Plus Cosmetic Clinic Co., Ltd. (12 Nguyen Cong Tru Street, District 1).
Upon examination, the patient was diagnosed with cellulitis in the abdomen, chest, and bilateral armpits, following liposuction surgery 3 days prior.
Upon taking the patient's medical history, it was learned that patient NTKN had undergone liposuction of the abdomen, hips, arms, and both armpits, as well as fat grafting to both hands at FA Plus Aesthetic Clinic Co., Ltd., with a total cost of 95 million VND.
On the second day after liposuction surgery, patient NTKN began to show signs of fatigue, shortness of breath, and pain in many areas of her body, and had to be transferred to Cho Ray Hospital for emergency treatment.
Upon receiving reports about this case, the Inspectorate of the Ho Chi Minh City Department of Health coordinated with the Ho Chi Minh City Police to inspect FA Plus Beauty Clinic Co., Ltd.
Specifically, the inspection team discovered that the 7-story building of FA Plus Beauty Salon Co., Ltd. at 12 Nguyen Cong Tru Street, District 1, displayed a sign that read "French-Asian Beauty Salon".
On the second floor of this facility, the inspection team discovered a procedure room along with various other medical equipment and devices.
In addition, the team also discovered illegal advertisements on the Facebook page "French-Asian Aesthetic Institute Center" with content such as: HA mesotherapy, collagen wrinkle removal, skin tightening, thread lifting, non-surgical beauty treatments with fillers and botox.
When questioned about the case of patient NTKN, who suffered complications and required emergency treatment at Cho Ray Hospital after undergoing liposuction at this facility, a representative of FA Plus Aesthetic Clinic Co., Ltd. stated that the liposuction, hip, arm, and armpit liposuction, as well as the fat grafting to the back of the hand, were performed by Mr. Huynh Thanh Hai and another woman he brought along.
In addition, the representative also stated that patient NTKN is a private client of Mr. Hai.
FA Plus Cosmetic Clinic Co., Ltd. only rented the operating room to Mr. Hai for 15 million VND to perform the surgery. Mr. Hai also brought all the surgical instruments, medications, and medical equipment himself.
Following this, the inspection team requested the company to contact Mr. Huynh Thanh Hai for questioning, but Mr. Hai did not cooperate and did not come to the facility as requested. The company also provided Mr. Huynh Thanh Hai's citizen identification card, but could not provide his professional qualifications or license.
Based on the identified violations, the Inspectorate of the Department of Health established administrative violations against FA Plus Beauty Salon Co., Ltd., headed by Ms. Nguyen Thi Ngoc Chi.
At the same time, the Department of Health continues to coordinate with the City Police to verify the information and request Mr. Huynh Thanh Hai to come to the Inspectorate of the Department of Health to clarify the violations and draw up a record of administrative violations in accordance with regulations.
Consider transferring the case to the investigative agency of the City Police if there are signs of evading state management agencies after performing illegal surgery without a license.
