The Chairman of the State Capital Management Committee at Enterprises has just signed a decision appointing Mr. Nguyen Duc Ninh as the General Director of NSMO. The decision takes effect from August 5th.
According to the decision, Mr. Ninh will assume the position of Acting General Director of NSMO until a new appointment is made by the competent authority.
Thus, Mr. Ninh is currently the legal representative as stipulated in the operating charter of NSMO - when this company was established on the basis of separating from the National Power System Dispatch Center (A0) from the Vietnam Electricity Group (EVN).
Mr. Nguyen Duc Ninh was born in 1976 in Tu Son, Bac Ninh province. He has worked at this unit for over 20 years and has held positions such as engineer, deputy head of department, head of methods department, and deputy director of A0.

Mr. Ninh was appointed director of A0 in February 2020 while serving as deputy director of A0.
Previously, on August 1st, the Prime Minister issued Decision No. 752/QD-TTg on separating the National Power System Dispatch Center (A0) from EVN and the policy of establishing NSMO under the State Capital Management Committee at enterprises.
According to the decision, NSMO is a state-owned enterprise, with the State holding 100% of its charter capital, organized as a single-member limited liability company with the State Capital Management Committee at Enterprises acting as the representative of the owner.
With a charter capital of 776 billion VND, NSMO will continue to play the role of the national power system dispatching agency, managing electricity market transactions as stipulated in the Electricity Law and related legislation.
Regarding the employment plan, NSMO will retain the existing workforce of A0 from EVN at the time this decision takes effect, including retaining the existing management structure of A0 (continuing to assign A0's leadership and management staff to corresponding leadership positions within NSMO).
Regarding the method of separating A0 from EVN and establishing NSMO, the assets, rights, and obligations of EVN currently managed and implemented by A0 will be separated in their entirety and transferred to NSMO in accordance with regulations...
Furthermore, according to Decision No. 753/QD-TTg dated August 1, 2024, the Prime Minister approved the policy of transferring the right to represent the state capital ownership in NSMO Company from the State Capital Management Committee at Enterprises to the Ministry of Industry and Trade in accordance with the law immediately after the completion of the separation and establishment.
In terms of power system operation, A0 (now NSMO) can be likened to the "heart" of Vietnam's power system. In the control room, A0 dispatchers monitor and track all parameters and changes in generating units, transformers, power lines, etc., nationwide. Based on this information, they issue dispatch orders and mobilize power output from various sources to safely operate the national power system.
