The Chairman of the State Capital Management Committee at Enterprises has just signed a decision to assign the authority of NSMO General Director to Mr. Nguyen Duc Ninh. The decision takes effect from August 5.

According to the above decision, Mr. Ninh assumes the position of Acting General Director of NSMO until the competent authority makes a new appointment decision.

Thus, Mr. Ninh is currently the legal representative as stipulated in the operating charter of NSMO - when this company was established on the basis of separating the National Power System Control Center (A0) from Vietnam Electricity Group (EVN).

Mr. Nguyen Duc Ninh was born in 1976, from Tu Son, Bac Ninh. He has worked for this unit for more than 20 years and has held the positions of engineer, deputy head of department, head of method department and deputy director of A0.

Mr. Ninh was appointed as director of A0 since February 2020 while holding the position of deputy director of A0.

Previously, on August 1, the Prime Minister issued Decision No. 752/QD-TTg on separating the National Power System Dispatch Center (A0) from EVN and the policy of establishing NSMO under the State Capital Management Committee at Enterprises.

According to the above decision, NSMO is a state-owned enterprise, with 100% of charter capital held by the State, organized as a one-member limited liability company model, with the State Capital Management Committee at Enterprises as the owner's representative agency.

With a charter capital of VND 776 billion, NSMO will continue to act as the national power system dispatching agency, operating electricity market transactions according to the provisions of the Electricity Law and related laws.

Regarding the labor utilization plan, NSMO will receive the current status of A0's workforce from EVN at the time this decision takes effect, including receiving the current status of A0's management apparatus (continuing to arrange A0's leadership and management staff into corresponding leadership positions of NSMO).

Regarding the method of separating A0 from EVN and establishing NSMO, the assets, rights and obligations of EVN that are currently being managed and implemented by A0 will be separated and transferred to NSMO according to regulations...

In addition, according to Decision No. 753/QD-TTg dated August 1, 2024, the Prime Minister approved the policy of transferring the right to represent the state capital ownership at NSMO Company from the State Capital Management Committee at Enterprises to the Ministry of Industry and Trade in accordance with the provisions of law immediately after completing the separation and establishment.

Regarding power system operation, A0 (now NSMO) can be considered the “heart” of Vietnam’s power system. In the control room, A0 dispatchers monitor and grasp all parameters and changes of generators, transformers, power lines, etc. nationwide, thereby issuing power dispatch orders and mobilizing the output of power sources to safely operate the national power system.

Officially leaving EVN, the National Power System Dispatch Center has a new name . The Prime Minister has just made decisions to separate the National Power System Dispatch Center from EVN, establish the National Power System and Electricity Market Operation Company Limited, and then transfer it to the Ministry of Industry and Trade.
