Component Project 1 - Quang Binh Coastal Road, part of the Nhat Le 3 Coastal Road and Bridge Project, has a total investment of nearly 2,200 billion VND. The project spans over 80 km, passing through 16 communes and wards in the districts of Quang Trach, Bo Trach, Quang Ninh, Le Thuy, Ba Don town, and Dong Hoi city.
The project is assigned to the Quang Binh Department of Transport as the investor, with implementation from 2021 to 2026. To implement this project, a total of nearly 200 hectares of land need to be acquired, affecting 1,049 households and 37 organizations.

According to reports from the authorities, the Nhat Le 3 Coastal Road and Bridge Project consists of two component projects. Currently, component project 1 - the Coastal Road - is under simultaneous construction across all 7/7 packages, with a handed-over land area of 70.5km, reaching 88%.
The contractor has basically completed the construction of bridges, culverts, and drainage works, and is currently constructing the roadbed and foundation. The entire route affects 21 farms; 57 households have been relocated to resettlement areas with a total investment of 82 billion VND.
The project's progress remains slow, mainly due to difficulties and obstacles in land clearance, such as: compensation for affected aquaculture farms (the continuity of aquaculture farm assets within and outside the land clearance area; the valuation of materials, machinery, and equipment for aquaculture not included in the provincial People's Committee's compensation price list), resettlement, relocation of technical infrastructure, relocation of tombs, etc.
For component project 2 - Nhat Le 3 Bridge and approach roads, the bridge substructure has been completed, including pouring concrete for the steel arch foundations; installing bridge girders for spans M1-T1, T8-T9, and T9-M2; and currently installing steel arches, casting bridge girders, and other subsequent items. The construction volume has reached approximately 55% of the contract value.
Regarding the infrastructure project for the resettlement area of the Nhat Le 3 bridge and the roads at both ends of the bridge in Bao Ninh commune, the project urgently needs to be completed to accommodate the relocation of 18 households. However, the project has only constructed road number 1, covering approximately 0.25/3.24 hectares, and land clearance is currently facing many obstacles, resulting in very slow progress in the resettlement area construction.
During a recent inspection of the progress of these projects, Mr. Phan Phong Phu, Vice Chairman of the Quang Binh Provincial People's Committee and Head of the Steering Committee for the implementation of the Coastal Road and Nhat Le 3 Bridge project, requested relevant departments, agencies, and localities to continue promoting propaganda and mobilization efforts to create high consensus and unity among the people during the project implementation; to consider reasonable asset valuation to provide a basis for publicly disclosing compensation and land clearance plans; and to promptly complete the resettlement area to help people move to new homes based on the principle of "Being better than or equal to their old homes".
Mr. Phan Phong Phu also requested that departments, localities, and investors strive to disburse funds according to the set plan. In addition, investors should promptly compile any obstacles related to determining the scope of land acquisition for aquaculture farms; and the valuation of farm equipment and materials to propose to the Council for evaluating and determining affected assets within and outside the land clearance area of the Coastal Road Project.
