Component project 1 - Quang Binh coastal road belongs to the coastal road and Nhat Le 3 bridge project, with a total investment of nearly 2,200 billion VND. The project is over 80 km long, passing through 16 communes and wards in the districts of Quang Trach, Bo Trach, Quang Ninh, Le Thuy, Ba Don town and Dong Hoi city.

The project is assigned to the Quang Binh Department of Transport as the investor, with implementation period from 2021 to 2026. To implement this project, the total land area to be recovered is nearly 200 hectares, affecting 1,049 households and 37 organizations.

According to the report of the authorities, the Coastal Road and Nhat Le Bridge 3 Project consists of 2 component projects. Currently, Component Project 1 - Coastal Road is simultaneously constructing 7/7 packages, with the handed over area of ​​70.5km, reaching 88%.

The contractor has basically completed the construction of bridges, drainage works and is constructing the roadbed and foundation. There are 21 farms affected along the route; 57 households have been arranged for resettlement with a total investment of 82 billion VND.

The project implementation progress is still slow, mainly due to many difficulties and problems in site clearance, such as: Compensation for affected aquaculture farms (continuity of aquaculture farm assets within and outside the site clearance area; valuation of materials, machinery, and aquaculture equipment not included in the compensation price list of the Provincial People's Committee), resettlement, relocation of technical infrastructure, relocation of tombs, etc.

For component project 2 - Nhat Le 3 bridge and roads at both ends of the bridge, the bridge's lower section has been completed, concrete has been poured on the steel arch base; bridge girders have been installed for spans M1-T1; T8-T9 and T9-M2; steel arch installation, bridge girder casting and subsequent items are underway. The construction volume has reached about 55% of the contract value.

Regarding the project of Technical Infrastructure for the resettlement area of ​​Nhat Le 3 bridge and the road at both ends of the bridge in Bao Ninh commune, the project needs to be urgently completed to arrange the relocation of 18 households subject to resettlement. However, the project has just constructed the traffic route No. 1 with an area of ​​about 0.25/3.24ha, currently the site clearance work is facing many difficulties, so the progress of the resettlement area construction is very slow.

Recently inspecting the progress of these projects, Mr. Phan Phong Phu, Vice Chairman of the People's Committee of Quang Binh province, Head of the Steering Committee for the implementation of the Coastal Road and Nhat Le 3 Bridge project, requested departments, branches and localities to continue to promote propaganda and mobilization work to create high consensus and unity among the people during the implementation of the project; consider reasonable asset valuation to have a basis for publicizing compensation and site clearance plans; soon complete the resettlement area to help people move to a new place of residence on the principle of "Must be better than or equal to the old place of residence".

Mr. Phan Phong Phu also requested departments, branches, localities, and investors to strive to disburse capital according to the set plan. In addition, investors should promptly summarize problems related to determining the scope of land acquisition for aquaculture farms; valuing farm equipment and materials to propose to the Council to evaluate and identify affected assets within and outside the scope of site clearance for the Coastal Road Project.
