On the morning of April 29, in Hanoi, the Vietnam Union of Science and Technology Associations (VUSTA) held a workshop on "The role of science and technology intellectuals of the Vietnam Union of Science and Technology Associations in implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo".
Speaking at the opening of the Workshop, Comrade Phan Xuan Dung, Party Secretary, President of the Vietnam Union of Science and Technology Associations, emphasized that in order to direct the dissemination and implementation of Resolution No. 57-NQ/TW throughout the system, the Party Committee of the Vietnam Union of Science and Technology Associations issued Plan No. 16-KH/ĐULHHVN dated February 24, 2025 on the implementation of Resolution No. 57-NQ/TW with the viewpoint of promoting the sense of responsibility, intelligence, and enthusiasm of scientific and technological intellectuals, scientists of the Vietnam Union of Science and Technology Associations to promote research, transfer of scientific and technological advances into practical life and production, creating a step to increase scientific content, bringing science and technology, digital transformation into important productive forces for the country's socio-economic development.
According to Mr. Phan Xuan Dung, the workshop was organized for leaders of associations and units under the Vietnam Union of Science and Technology Associations to exchange ideas to effectively implement Resolution No. 57-NQ/TW in the entire system and propose measures to promote the application of scientific and technological advances in life, contributing to the successful implementation of the goals set by the Party in Resolution No. 57-NQ/TW.

Dr. Pham Van Tan, former Vice President of the Vietnam Union of Science and Technology Associations, commented that Resolution No. 57-NQ/TW on science and technology development, innovation and national digital transformation was highly appreciated by the scientific and technological intellectual community and public opinion, and it is expected that when the Resolution comes into effect, it will change the face of the country's socio-economic picture.
According to Mr. Tan, in the new context of the Vietnam Union of Science and Technology Associations, in addition to performing the tasks assigned by the Party and the State related to the implementation of Resolution No. 57-NQ/TW, it is necessary to quickly study and adjust the operating model of the Vietnam Union of Science and Technology Associations to suit the new context, in the direction of expanding the self-management organization model and the autonomous mechanism with the social market and enterprises as partners as the center to promote and exploit to the maximum the potential and creative strength of the scientific and technological intellectual team to serve the requirements of the social market and the business community to quickly bring science and technology to serve business development.
Regarding policy orientations to promote the role of Vietnamese intellectuals in the digital age and artificial intelligence (AI), Dr. Nghiem Vu Khai said that in the context of the fourth industrial revolution, Vietnamese intellectuals play a key role in promoting innovation, developing science and technology and national digital transformation.
To effectively promote this role, it is necessary to implement synchronous policies, including: investment in education and training; policies to attract and retain talent; support for research and innovation. In the digital and AI era, intellectuals are the pioneering force in creating new knowledge, shaping policies and leading social transformation.
Promoting the role of intellectuals requires not only investment in resources, but also a profound shift in policy thinking, from support to companionship, from orientation to liberation, from management to facilitation. The government needs to see the intellectual community as a strategic partner in sustainable development, innovation and building the nation’s future.
According to Dr. Pham Ngoc Son, Vice President of the Vietnam Geological Society, based on the practical organization and operation, scientists in member associations of the Vietnam Geological Society are mostly retired cadres, besides the strengths of experience, specialized knowledge... but also face a number of challenges when participating in the implementation of Resolution No. 57-NQ/TW.
These are difficulties in updating new knowledge, new trends and technologies; lack of mechanisms to proactively participate in giving opinions, consulting, criticizing as well as presiding over/participating in performing tasks, especially scientific research tasks according to Resolution No. 57-NQ/TW chaired by ministries, branches, localities and other relevant state agencies; remuneration and incentive mechanisms for performing consulting, criticizing, teaching, and disseminating knowledge activities are still low, not commensurate with the implementation capacity and quality of work...
In order for the Vietnam Union of Science and Technology Associations, its member associations and scientists to actively and effectively participate in the implementation of Resolution No. 57-NQ/TW, Mr. Son suggested that it is necessary to promptly amend and supplement the system of relevant legal documents to fully institutionalize the viewpoints, tasks and solutions set out in Resolution No. 57-NQ/TW; issue a mechanism to ensure the proactive and effective participation of the Vietnam Union of Science and Technology Associations, its member associations and scientists in presiding over and participating in the implementation of projects, topics and scientific research tasks chaired by ministries, branches, localities and other relevant state agencies.
