- In 2025, what policies will the province implement to support the comprehensive development of the lives of ethnic minorities in the province, madam?
Ms. Nguyen Thu Tu: In 2025, the province is focusing on directing the drastic implementation of 355 houses for beneficiaries under Project 1 of the National Target Program for Socio-Economic Development in Ethnic Minority Areas (built into the Project to eliminate temporary and dilapidated houses in the province). Up to now, 319 houses have been started to be built, of which 110 houses have been completed and put into use, 209 houses are under construction; the remaining 36 houses are expected to start construction in May 2025; the implementation progress is being urgently accelerated to complete in June 2025, in accordance with the direction of the Provincial Party Standing Committee.
In addition, the Department is advising the Provincial People's Committee to utilize development investment capital under the 2025 program, focusing on infrastructure investment for communes and hamlets with special difficulties in ethnic minority areas, with 27 newly invested construction works; investing in building 1 more salatel to facilitate the needs of community cultural activities of ethnic minorities... As for the support policy contents under the program using career capital, we are waiting for the Central Government to allocate capital to implement.
In addition, the Department also actively advises the Provincial People's Committee to direct the implementation of a number of other related policies such as: policies for prestigious people among ethnic minorities; maintaining the teaching of Chinese and Khmer characters; proactively implementing propaganda and dissemination of policies and laws in ethnic minority areas according to projects and plans in the field of ethnic affairs issued by the Central Government.
In particular, pay attention to fully and promptly organizing traditional festivals and traditional New Year activities of ethnic minorities. In particular, on the occasion of the traditional New Year Chol Chnam Thmay of the Khmer people, the Department of Staff organized a meeting in the province with a scale of more than 200 delegates; organized many delegations to visit, wish a happy new year, and give gifts to pagodas, salatels and many individuals of the Khmer people in the area. The estimated cost of organization and support is nearly 1.3 billion VND.
- Can you evaluate the effectiveness of the implementation of ethnic policies in the province in recent times?
Ms. Nguyen Thu Tu: The effectiveness of ethnic policy implementation in recent times has contributed positively to clearly changing the appearance of ethnic minority areas, mainly the Khmer ethnic group. Notably, currently 100% of communes in the region have car roads to the commune center; over 75% of inter-hamlet roads are concreted and hardened; the rate of households using electricity is over 99.9%... The material and spiritual life of ethnic minorities has been gradually improved. The rate of poor households has decreased significantly over the years, each year decreasing by over 2%. In 2024, there will be only 463 poor ethnic minority households, accounting for 4.03% of the total number of ethnic minority households in the area; a decrease of 250 households, equivalent to a decrease of 2.06% in the poverty rate among ethnic minorities compared to 2023. The average income per capita among ethnic minorities in 2024 will be over 57 million VND.
Timely support policies help Khmer people have conditions to develop the economy and effectively eliminate poverty.
In addition, education and training have changed quite positively, basically meeting the people's learning needs. Health and population policies have been constantly strengthened, meeting the people's needs for medical examination and treatment. The grassroots political system in ethnic minority areas has been consolidated and operated effectively; political security is stable, social order and safety are ensured, creating favorable conditions for socio-economic development, stabilizing the lives of ethnic minorities. The cultural and spiritual life of ethnic minorities has been significantly improved.
Khmer women are supported to learn a trade, contributing to improving their family's economic life.
Through the caring activities of Party committees and authorities at all levels, ethnic minorities in general and Khmer people in particular increasingly trust in the leadership and direction of the Party, the management and administration of the State, fully demonstrate the rights and obligations of citizens towards the government and the community, and raise awareness of good implementation of the Party's policies and the State's laws.
- Could you please share more about the attention of provincial levels and sectors to the work of State management of ethnic groups and implementation of ethnic policies?
Ms. Nguyen Thu Tu: The State management of ethnic groups and the implementation of ethnic policies in the province in recent years have received close and timely attention and direction from the Provincial Party Committee and the Provincial People's Committee; the harmonious and responsible coordination of relevant provincial departments, branches and sectors and localities in ethnic minority areas. Every year, the province mobilizes resources to fully implement ethnic programs and policies in the area, prioritizing policies that have a major and direct impact on ethnic minorities and ethnic minority areas. In particular, the beneficiaries of most of the current ethnic policies are the Khmer ethnic people.
In addition, Party committees, authorities, the Fatherland Front and socio-political organizations also regularly coordinate to propagate and mobilize Khmer people to effectively implement the policies of the Party and the State; pay attention to taking good care of their material and spiritual lives; create favorable conditions for ethnic minorities in general and Khmer people in particular to preserve and promote the fine traditional cultural values of ethnic minorities; promptly discover and replicate good models and effective practices, and commend and reward organizations and individuals who have made many contributions to ethnic work and the implementation of ethnic policies in the province.
