Tuition fees are a major concern for many families ahead of the new school year. Currently, numerous localities across the country have finalized tuition fees for the 2024-2025 school year, with many deciding to waive or reduce tuition fees for students from preschool to high school in public schools.
Many localities have decided to waive 100% of tuition fees.
For the 2024-2025 school year, Da Nang City has decided to allocate over 108 billion VND to waive tuition fees for preschool and primary/secondary education institutions.
Accordingly, Da Nang will provide 100% tuition fee support for public preschool and primary/secondary education for 9 months of the 2024-2025 school year; and 100% tuition fee support for students studying high school cultural subjects and general education programs in public and private vocational education institutions.
Similarly, this school year, Hai Phong City continues to apply the policy of completely waiving tuition fees for students at all levels, from preschool, primary, secondary, and high school, within the city. The tuition fee waiver is funded from the local budget. Each student is exempt from tuition fees for 9 months per school year.
Last year, the locality also spent over 400 billion VND from its budget to provide 100% tuition fee exemption for students at all levels in the city.
The People's Council of Ba Ria-Vung Tau province also issued Resolution No. 11/2024 stipulating policies to support tuition fees for children in nurseries and kindergartens aged 3 and 4; students in public and private high schools; and students studying continuing education programs in the province.
The support level is equal to 100% of the public school tuition fee as stipulated by the People's Council of Ba Ria - Vung Tau province for each educational level. The support period is calculated based on the actual number of months of study at educational institutions, but not exceeding 9 months per academic year, starting from the 2024-2025 academic year.
For the 2024-2025 school year, Long An province will waive 100% of tuition fees for junior high school students in public schools throughout the province and reduce tuition fees by 50% for preschool children under 5 years old attending public preschools.
From the 2025-2026 school year onwards, Long An province will waive 100% of tuition fees for preschool children under 5 years old attending public preschools in the province.
Besides some localities that offer 100% tuition fee exemption, many localities across the country have decided to reduce tuition fees for high school students, such as Vinh Phuc province, which reduced tuition fees by 50% compared to the rates applied in the 2023-2024 school year.
In Ho Chi Minh City, tuition fees for the 2024-2025 school year will be set at the same level as the 2021-2022 school year, a reduction of approximately 100,000 to 240,000 VND per month depending on the grade level. Five-year-old preschool students will be exempt from tuition fees starting this school year. Secondary school students will be exempt from tuition fees starting in the 2025-2026 school year.
Tuition fees will be waived for 5-year-old children starting September 1st.
Regarding the collection of fees in the education and training sector for the 2024-2025 school year, the Ministry of Education and Training has issued a document requesting localities to implement policies on tuition fee exemption and reduction, support for learning costs, and support for tuition payment in accordance with the regulations in Government Decree 81/2021/ND-CP.
The Ministry of Education and Training reminds schools and educational institutions to implement the regulation that, starting from the 2024-2025 school year, 5-year-old preschool children will be exempt from tuition fees. This policy will take effect from September 1, 2024.
Previously, the supported group consisted of 5-year-old preschool children in particularly disadvantaged villages/hamlets, communes in Zone III of ethnic minority and mountainous areas, and particularly disadvantaged communes in coastal and island areas as defined by competent authorities.
Regarding tuition fees for the 2024-2025 academic year, the Ministry of Education and Training requires all units and schools to implement the fee collection rates in accordance with the regulations in Government Decree No. 97/2023/ND-CP, which amends and supplements several articles of Decree No. 81/2021/ND-CP regulating the mechanism for collecting and managing tuition fees for educational institutions within the national education system and policies on tuition fee exemption and reduction, support for learning costs; and service prices in the field of education and training.
Service fees collected to support educational activities of public preschool and primary/secondary schools, in addition to tuition fees, are collected in accordance with resolutions issued by the Provincial People's Council, taking into account the actual conditions of the locality as prescribed.
