Accordingly, the Working Group is headed by Mr. Do Dinh Hong - Director of the Department of Culture and Sports. The Deputy Heads of the Working Group include comrades: Tran Thi Van Anh - Deputy Director of the Department of Culture and Sports; Mr. Dao Xuan Dung - Deputy Head of the Propaganda Department of the City Party Committee; Ms. Pham Thi Thu Huyen - Deputy Chief of Office of the City People's Committee. The Working Group members include 12 comrades who are leaders of relevant departments, branches and units.

The Secretariat assisting the Organizing Committee consists of 14 comrades representing Departments, branches and units of the City.

The working group is responsible for advising the Organizing Committee on contents to report to the Steering Committee, directing, inspecting and urging units to organize activities to celebrate the 70th anniversary of the Liberation of the Capital (October 10, 1954 - October 10, 2024) according to the Project and Plan of the City People's Committee, under the direction of the Standing Secretariat, the Prime Minister and the Steering Committee for organizing activities to celebrate the 70th anniversary of the Liberation of the Capital; synthesizing and reporting to the Organizing Committee on progress and issues arising in the process of implementing the tasks.

The Secretariat is responsible for synthesizing and proposing the tasks of the Working Group to report to the Steering Committee on organizing activities to celebrate the 70th anniversary of the Liberation of the Capital (October 10, 1954 - October 10, 2024) according to the Project and Plan of the City People's Committee, under the direction of the Standing Secretariat, the Prime Minister and the Steering Committee on organizing activities to celebrate the 70th anniversary of the Liberation of the Capital; synthesizing and reporting to the Working Group and the Organizing Committee on the progress and issues arising in the process of implementing the tasks.

The Working Group and the Secretariat assisting the Organizing Committee shall dissolve themselves after completing their tasks. The operating expenses of the Working Group and the Secretariat assisting the Organizing Committee shall be in accordance with current regulations. The Decision shall take effect from the date of signing.
