The goal of investing in the urban area is to concretize the master plan for socio-economic development of Me Linh district until 2020, with a vision to 2030, and the N1 urban subdivision plan, scale 1/2,000 approved in Decision No. 1911 dated February 28, 2013 of the Hanoi People's Committee, contributing to the goal of building a model of a city directly under the Capital in the Northern region (Dong Anh, Me Linh, Soc Son areas).

In addition, research on building a new high-class, modern, classy urban area with synchronous planning, architectural and landscape space, fully and effectively exploiting land funds; completing technical and social infrastructure for the area.

Project implementation progress from 2025 to 2030. The project's operating period is 50 years (calculated from the date the investor is decided to allocate land, decide to lease land; land allocation and lease term according to the provisions of the law on land). The time to start organizing investor selection is from the third quarter of 2025.
