People's Councils at all levels in Hanoi City continue to innovate and improve the effectiveness of their operations.

Effectively implementing Project No. 15-DA/TU of the Standing Committee of the City Party Committee, coordination between the People's Councils at all levels and between the People's Councils and agencies in the political system has become more regular and close. The People's Councils at all levels in the city have closely followed the Party's guidelines and policies, the State's laws, and the resolutions of the Party committees, concretizing them into resolutions, issuing mechanisms, policies, and practical and feasible measures; leadership and direction have been implemented seriously, decisively, comprehensively, and effectively, completing the plan with high quality and efficiency.

The People's Councils at all levels in the city have successfully organized sessions that meet the demands of reality, clearly demonstrating the role and responsibility of the local state power organs, contributing to the successful completion of the city's overall tasks. The thematic sessions were proactive, with appropriate time allocation and decisions on important issues of the city and localities.

From the beginning of 2024 to the present, the City People's Council has held 3 sessions (including 2 specialized sessions and the regular mid-year session of 2024) to promptly consider and decide on important and urgent issues within its authority. It has issued 48 resolutions, many of which are important and have a profound impact on the effectiveness and efficiency of all levels of government, policies, and measures to ensure the fulfillment of socio-economic development tasks, public investment, and social security in the city.

The district-level People's Councils held 71 sessions (including 30 regular sessions and 41 specialized sessions); and issued 605 resolutions. The People's Councils of communes and towns held 550 sessions and issued 1,436 resolutions.

In addition, the Hanoi People's Council has strengthened the implementation of supervisory activities in accordance with Resolution No. 594/NQ-UBTVQH15 of the Standing Committee of the National Assembly. Supervisory and survey activities continue to be innovated, focusing on key areas of concern to voters, ensuring practicality and effectiveness. In particular, the supervision process and methods have been reformed, the effectiveness of supervision has been enhanced, and the questioning and explanation activities of the Standing Committee of the People's Council and the supervision by the People's Council delegate groups at all levels have been intensified.

The issuance of resolutions by People's Councils at all levels regarding questioning and supervision activities has spread widely, creating real effectiveness and efficiency. The citizen reception activities of People's Council representatives at all levels have been carried out in accordance with regulations...

Paying attention to and questioning issues affecting people's lives.

At the conference, delegates from the Hanoi City People's Council and the districts and towns of Tay Ho, Ba Dinh, Hoan Kiem, Bac Tu Liem, Son Tay, Thanh Tri, Phuc Tho, etc., exchanged views and reached a high level of consensus on the positive results in the activities of the People's Councils at all levels. They emphasized that the questioning sessions are always closely monitored, acknowledged, and highly appreciated by voters, with the issues chosen for questioning being pressing issues affecting people's lives. Through these questioning sessions, delegates clarified the limitations, causes, and responsibilities of various levels, sectors, agencies, and related units, while also proposing recommendations and solutions to improve the quality, progress, and effectiveness of addressing voters' requests in the city in the future.

The monitoring and survey teams of the People's Councils, Standing Committees, and Committees of the People's Councils at all levels are coordinated and participated in by departments, agencies, the Vietnam Fatherland Front Committees at all levels, and relevant specialized units. They are carried out in appropriate forms, creating diversity and leveraging the intelligence, experience, and expertise of the units and individuals.

Concluding the conference, Deputy Secretary of the City Party Committee and Chairman of the City People's Council Nguyen Ngoc Tuan emphasized that, despite numerous difficulties and challenges, the City Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front of Hanoi have effectively directed and managed various fields, achieving many outstanding results in socio-economic development – ​​especially in economic growth, education and training, culture, and social welfare… The People's Councils at all levels of Hanoi have contributed to these overall results.

Regarding future tasks, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan suggested that the People's Councils of districts, counties, and towns continue to spread the activities of elected bodies to communes, wards, and townships; and take advantage of the increased number of full-time People's Council representatives stipulated in the Capital City Law to operate even more effectively.

To implement the 2024 Capital City Law, the Hanoi People's Council, People's Committee, and Vietnam Fatherland Front Committee will review tasks within their authority to propose to the Central Government the early issuance of relevant documents. On the city's side, the People's Council will organize specialized sessions and issue individual resolutions to implement the Law. Therefore, the Chairman of the People's Council requests that departments and agencies advise on the delegated and authorized contents to ensure quality implementation. Districts, counties, and towns, according to their functions and duties, will carry out their work, and the Fatherland Front at the same level will develop a comprehensive plan related to social criticism.

Emphasizing that 2024 is a crucial year for accelerating the implementation of the resolutions of the City Party Congress, the Chairman of the City People's Council noted that People's Councils at all levels need to leverage their role as elected bodies, coordinating with the People's Committees and the Fatherland Front Committees at the same level to implement tasks in a substantive and innovative way.

Along with implementing and thoroughly understanding the Law on the Capital City, we will continue to review the objectives, targets, and tasks of the City Party Committee's Project No. 15-DA/TU on "Improving the capacity, effectiveness, and efficiency of the People's Councils at all levels in Hanoi City in the period 2021-2026, associated with the pilot implementation of the urban government model and strengthening rural government in Hanoi City" and Resolution No. 594/NQ-UBTVQH15 of the National Assembly guiding the supervisory activities of the People's Councils, Standing Committees of the People's Councils, People's Council delegate groups, and People's Council delegates to implement key tasks, organize specialized sessions, conduct supervision, and engage with voters.
