On the afternoon of April 29, at the 22nd session, with the majority of delegates present in agreement, the Hanoi People's Council passed a Resolution on adjusting and supplementing the list of land acquisition projects in 2025; the list of projects to change the purpose of using rice-growing land in Hanoi.

Specifically, adjusting and supplementing the contents of the projects identified in Resolution No. 69/NQ-HDND dated December 12, 2024 (adjusted and supplemented in Resolution No. 09/NQ-HDND dated February 25, 2025) of the City People's Council. In particular, adjusting the increased land area to be recovered in 39 projects with a total land area of ​​72.60 hectares; adjusting the decreased land area to be recovered in 9 projects with a total land area of ​​4.57 hectares.

Supplementing rice-growing land area in 48 projects with a total land area of ​​172.71 hectares. Adjusting project names and project implementation locations (without changing the recovered land area and rice-growing land) in 12 projects. Supplementing the list of 279 land-recovery projects in 2025 with a total land area of ​​2,767.78 hectares. Supplementing the list of 22 projects changing the purpose of using rice-growing land with a total land area of ​​99.53 hectares.

The budget allocated for compensation and site clearance, based on the list of projects approved by the City People's Council, for projects using city budget capital included in the city's public investment plan, is balanced in the Resolution on allocating the city budget estimate for 2025 of the City People's Council.

Off-budget projects are arranged by investors according to investment progress, ensuring sufficient funding for site clearance in 2025.

The Resolution takes effect from the date of adoption until December 31, 2025.

Presenting the review report, Deputy Head of the Economic - Budget Committee of the City People's Council Nguyen Minh Tuan said: The Committees of the City People's Council basically agreed on 5 review criteria, the list of works, projects to adjust and supplement land recovery and 4 criteria to establish a list of projects to change the purpose of rice land use in 2025 as proposed by the City People's Committee.

After reviewing, the Committees of the City People's Council requested the City People's Committee to clarify the legal basis, objective and subjective reasons for the adjustment of large increases and decreases in area for a number of projects. At the same time, it is recommended to add specific notes on the increased and decreased area of ​​land recovery and land use purpose change of each project.

Regarding budget capital projects, the City People's Committee needs to clarify the feasibility of projects using public investment capital in most districts in the city that currently have investment policies, have not been approved for projects, and have not been allocated capital for implementation while the end of district-level operations is expected from July 1, 2025.

Regarding non-budgetary capital projects, the City People's Committee is requested to review and clarify the fact that many projects have unclear legal basis, recovery objects, and implementation progress, such as: Investment project to build land south of Dai Co Viet Street, Hai Ba Trung District; Investment project to build Nam An Khanh Urban Area expansion south (Area B), An Khanh Commune, Hoai Duc District; Vuon Cam Villa Area, Hoai Duc District; Parking lot combined with gas station, car wash station at planning block G2P4 according to urban subdivision planning N10 Long Bien; 3 gas station projects in Thanh Oai District.

For projects converting the purpose of using rice-growing land, the City People's Committee is requested to add to the list: Many projects in the list do not have information on the plan to use the topsoil layer according to the provisions of the law on cultivation; some projects do not have environmental impact assessment reports according to the provisions of Decree 102/2024/ND-CP (such as newly registered projects in Dan Phuong, Dong Anh, Gia Lam, Me Linh, Phuc Tho, Thach That districts...).

Presenting the report on acceptance and explanation, Director of the Department of Agriculture and Environment Nguyen Xuan Dai clarified the legal basis, objective and subjective reasons for the adjustment of large increases and decreases in area for a number of projects. At the same time, he added specific notes on the increased and decreased area of ​​land acquisition and land use purpose change of each project.

In particular, the Department of Agriculture and Environment has coordinated with the People's Committees of districts to review the legal basis and reasons for increasing or decreasing the area of ​​some projects according to the opinion of the Economic - Budget Committee of the City People's Council.

Through review, the above-mentioned area adjustment was due to the process of researching and establishing the investment project, the District People's Committee conducted a preliminary survey, estimating the area and type of land to be recovered, so there was no accuracy in the records as well as the current status. After having the Minutes of determining the boundary for site clearance, the District People's Committee conducted an investigation, survey and counting, thereby accurately providing information on the area and type of land for project implementation. In addition, a subjective reason was that the District People's Committee made mistakes in the process of synthesizing and reporting to the City People's Committee.

Receiving comments from the Economic - Budget Committee of the City People's Council, the City People's Committee directed the Department of Agriculture and Environment to supplement the content of increasing and decreasing the area of ​​recovered land and rice land in the attached tables.
