This morning (August 7th), Chairman of the Hanoi People's Committee Tran Sy Thanh, Head of the Steering Committee for the construction and development of 5 districts into urban districts of Hanoi, chaired a meeting of the Steering Committee.
Speaking at the meeting, the Standing Deputy Secretary of the Hanoi City Party Committee, Nguyen Thi Tuyen, affirmed that the city has created comprehensive mechanisms and policies to give districts the opportunity to complete the criteria for becoming urban districts. At the same time, she expressed determination to help five districts complete the advanced new rural development program through specific policies.

Regarding the issue of balancing budget revenue and expenditure in Thanh Tri, Hoai Duc, and Dan Phuong districts, Ms. Nguyen Thi Tuyen suggested that the districts expedite the bidding process to select project investors, ensuring the completion of the district-level self-balancing budget targets.
Regarding the budget balance at the commune level, the city will report to the Ministry of Finance that, when implementing urban governance, the ward level will only be a budget-estimating level.
The Standing Deputy Secretary of the Hanoi City Party Committee requested that members of the Steering Committee update new perspectives, establish standard procedures in establishing dossiers, and ensure that presentations are comprehensive and persuasive to the competent authorities.
At the same time, the City People's Committee needs to coordinate with ministries and agencies to reach a consensus on a number of points before the dossier is submitted to the Standing Committee of the National Assembly for consideration.

Concluding the meeting, Chairman of the Hanoi People's Committee Tran Sy Thanh affirmed that the city's stance on developing the five districts into urban districts aims to bring about substantial changes in infrastructure and people's lives in all aspects.
"This is a great opportunity for Hanoi to change its mindset regarding the philosophy of urban development and the development of the capital city," Mr. Tran Sy Thanh emphasized.
The Chairman of the People's Committee of Hanoi emphasized that the goal is to have Dong Anh and Gia Lam districts recognized as districts by at least the end of 2024; in 2025, the city will focus on upgrading Thanh Tri and Hoai Duc districts to districts.
To achieve this goal, city departments and agencies, acting as focal points, will coordinate with specialized agencies of ministries and central agencies to proactively address difficulties and create favorable conditions for districts to fulfill the criteria and implement the solutions and tasks of the Steering Committee in the coming period.
