
At the conference, Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong announced Resolution No. 1104 dated July 23, 2024 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units for the 2023-2025 period for Nam Dinh province.
Before being reorganized, Nam Dinh province had 10 district-level administrative units (1 city, 9 districts), 224 communes, wards and towns.

According to the announced Resolution, from September 1, 2024 (the effective date of the Resolution), My Loc district will be merged with Nam Dinh city. 77 communes, wards and towns of the province (out of a total of 226 communes, wards and towns) will also be arranged into 26 new administrative units, thereby reducing 51 commune-level administrative units in the province (from 226 to 175 units).
After the arrangement, Nam Dinh province has 9 district-level administrative units (1 city, 8 districts); 175 commune-level administrative units (146 communes, 14 wards, 15 towns).
Of which, Nam Dinh city has 21 commune-level administrative units (14 wards, 7 communes).
Vu Ban district has 14 commune-level administrative units (13 communes, 1 town).
Ý Yên district has 23 commune-level administrative units (22 communes, 1 town).
Nam Truc district has 18 commune-level administrative units (17 communes, 1 town).
Xuan Truong district has 14 commune-level administrative units (13 communes, 1 town).
Nghia Hung district has 20 commune-level administrative units (17 communes, 3 towns).
Hai Hau district has 24 commune-level administrative units (21 communes, 3 towns).
Giao Thuy district has 20 commune-level administrative units (18 communes, 2 towns).

After being merged, most of the new communes, wards and towns in Nam Dinh were named after one of the old units, for example in Nam Dinh city, when the wards of Vi Xuyen, Vi Hoang and Tran Te Xuong were merged into one, they were renamed Vi Xuyen ward.
Some cases were given new names, for example when the communes of Xuan Bac, Xuan Trung, Xuan Phuong (Xuan Truong district) were merged into one, the new unit name was Tra Lu commune, which was the ancient name of this land.
In addition, the name of Ngo Dong town (center of Giao Thuy district) no longer exists, because after merging Ngo Dong town and Giao Tien and Hoanh Son communes into one, the new unit name is Giao Thuy town (same name as the district).

Speaking at the conference, National Assembly Chairman Tran Thanh Man acknowledged, evaluated and commended Nam Dinh province for focusing on leading and directing the implementation of administrative unit arrangement; coordinating and mobilizing the participation of the entire political system with a spirit of urgency, seriousness and high responsibility; conducting the work methodically, scientifically and firmly step by step; ensuring quality and progress; creating unity among cadres, party members and consensus and support of the people.
The National Assembly Chairman emphasized the arrangement of administrative units to concentrate resources, promote potential and advantages, expand development space, strengthen regional connectivity; attract investment, create new development momentum, promote growth and economic restructuring, and improve the material and spiritual life of the people.
This also aims to create a more balanced and harmonious population distribution, contributing to streamlining the organization of the political system and improving the quality and public service responsibilities of the staff, civil servants and public employees, better serving businesses and people, especially in the context of the Central Government promoting decentralization, delegation of power, granting autonomy and self-responsibility to local governments.
In the coming time, the National Assembly Chairman suggested that the province continue to promote the dissemination of Resolution 1104 of the National Assembly Standing Committee, especially regulations and guidelines on the State's policies and regimes so that cadres, party members and people can clearly understand, actively implement and reach consensus to achieve the highest results and efficiency.
The National Assembly Chairman noted that the arrangement and consolidation of the organizational apparatus of agencies and organizations must ensure the principle of unification of the Party organization and agencies and organizations at the same level, meeting the requirements of preparing for Party congresses at all levels, towards the 14th National Party Congress; and the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
Party committees, authorities, Fatherland Fronts, and mass organizations in the province regularly and promptly grasp the thoughts and aspirations of cadres, party members, civil servants, public employees, and workers, and pay attention to cases of redundancy when implementing administrative unit reorganization to have solutions and support that are reasonable and appropriate to local conditions.
It is necessary to arrange, manage and use the headquarters and public assets of agencies and units after the arrangement in accordance with regulations, ensuring savings and efficiency. Create the most favorable conditions for organizations and individuals when arranging and changing seals and documents; in carrying out transactions with State agencies, especially in handling administrative procedures, ensuring the legitimate and legal rights and interests of people and businesses.
Regarding the settlement and support of redundant district and commune-level officials in Nam Dinh after the arrangement and merger of administrative units, on March 29, informing the press about the preparation for the arrangement and merger of administrative units in the province, Deputy Director of the Department of Home Affairs of Nam Dinh province Tran Van Duong said that after the arrangement and merger, the whole province is expected to have 884 redundant district and commune-level officials and civil servants and non-professional officials at the commune level.
Regarding the solution, according to Mr. Tran Van Duong, in addition to adjusting and transferring within the department, replacing retired officials according to the roadmap, and encouraging retirement according to the staff reduction regime, the Nam Dinh provincial government will allocate funds to support redundant officials after the arrangement outside the general regime.
