At the same time, develop a plan to fix the problem; recommend vehicle owners traveling on the route to adjust their routes while the problem is fixed.

The Day River - Ninh Co River Canal Complex, part of the Northern Delta Transport Development Project (WB6 Project), broke ground on November 19, 2020, with a total investment of 107.19 million USD, of which the World Bank's ODA loan is 78.74 million USD, and the Vietnamese Government's counterpart fund is 28.45 million USD.

After the construction of the canal connecting the Day River with the Ninh Co River was completed, after consulting with the Nam Dinh provincial government, the Ministry of Transport named the canal Nghia Hung and Nghia Hung ship lock.

On July 25, 2023, the Ministry of Transport officially announced the opening of the national inland waterway Nghia Hung canal.
