A jumble of multi-million dollar projects
In early August, while visiting the Dam Ha District 28/1 central square project, a reporter from Giao Thong Newspaper observed only a few trucks carrying leveling materials and an excavator filling in the tire tracks left by the trucks to prevent them from getting bogged down.

Deep inside the project area, construction is unfinished everywhere, with materials piled up haphazardly. In the area bordering residential properties, the dirt road used for the project is full of mud. In some areas, muddy water has spilled from the project site outwards, causing widespread flooding.
A young man, who introduced himself as a site manager and security guard, said that the project was progressing very slowly due to a shortage of leveling materials. "These past few days, trucks carrying leveling materials have only been operating sporadically," he said.
Furthermore, the route used to transport leveling materials for the project, from National Highway 18 through the main axis of Dam Ha town and into Le Luong street, has been heavily dusty due to the lack of regular water spraying to suppress dust, affecting traffic on this section of road.

The project site is a mess and muddy.
Mr. D.TH, a resident living near the project area, said that when the Dam Ha District 28/1 Central Square project began, the people in the town were very excited because they would have a magnificent structure that would meet the needs of pedestrian spaces and services for the people.
"However, the project is progressing very slowly, with many periods of no construction, and the roads are littered with soil and rocks, causing thick clouds of dust. At this rate, I don't know when the project will be completed," Mr. H worried.
What is the cause?
The Dam Ha District Central Square project, 28/1, commenced construction in September 2022. The project aims to create a unique complex of buildings to attract tourists, serving as a foundation for the development of an urban area with modern architecture and landscape, contributing to the socio-economic development of Dam Ha District.
The project is built on an area of 5.23 hectares, located on Le Luong Street, Dam Ha town. The components include: a public square, a green park and landscaped lake, and technical infrastructure.

Vehicles used for land leveling at the project site are causing dust pollution, affecting traffic.
The central square alone covers an area of nearly 18,031 square meters, designed as a single-story structure with a height of 3.6 meters, and includes a courtyard, parking area, fountain, sculptures, lighting, LED screens, etc.
The project is managed by the District Investment and Construction Project Management Board. Approved on December 9, 2021, the project budget is 145.44 billion VND, including: construction over 104.5 billion VND, equipment nearly 5.5 billion VND, land clearance 27 billion VND, and project management nearly 1.6 billion VND.

However, on March 3, 2023, the People's Committee of Dam Ha District issued a decision to adjust the project budget to over 158.4 billion VND. This includes nearly 109 billion VND for construction, over 35 billion VND for land clearance, and over 1.4 billion VND for project management… According to the decision, the project must be completed by September 2024.
Regarding the issue of dust caused by transport vehicles on the road leading to the project, a leader of the Dam Ha District Investment and Construction Project Management Board affirmed that they will require the transport company and contractor to comply with regulations to minimize the impact on traffic.
Speaking with a reporter from Giao Thong Newspaper, Mr. Nguyen Hai Hieu, Director of the Dam Ha District Investment and Construction Project Management Board, admitted that the Dam Ha District 28/1 Central Square project will certainly not be completed on schedule… Currently, only about 60% of the project's components have been completed, corresponding to a disbursement rate of 95.445/158.466 billion VND.
The reason for the current delays is the shortage of leveling materials. The project requires approximately 20,000 cubic meters of soil for leveling.
However, the process of preparing the procedures for obtaining landfill material permits is very time-consuming. Once the material is allocated, it can only be excavated and loaded for a short period before the permit expires, so renewal procedures must be followed.
Recently, the supply of leveling materials has resumed, but due to heavy rain, vehicles are unable to pass through.

Due to the need to wait for the architectural design to be approved, the details of the project's relief system have not yet been implemented.
"There is no shortage of funding for the project, but due to a lack of leveling materials, there were times when funds could not be disbursed and had to be transferred to other projects. Given the current situation, the project will likely be delayed until mid-2025 before completion," Mr. Hieu informed.
According to Mr. Ha, due to the current heavy rainfall, transporting leveling materials is facing many difficulties. Therefore, the unit requests that the competent authorities consider extending the time for excavating leveling materials if the work is not completed by the deadline.
In addition, the completion of the relief sculpture is expected to cost over ten billion VND, requiring additional funding. Currently, the authorities are preparing the steps to hold an architectural competition and allocate funds once a model is selected.
