Currently, the Ministry of Industry and Trade has drafted a submission to the Prime Minister, the Deputy Prime Minister in charge, and related documents regarding the establishment of the National Rice Council; on August 1, 2024, the Ministry of Industry and Trade sent công văn (official letter) No. 5017/BCT-XNK to ministries, sectors, localities, and associations to solicit opinions before reporting to the Prime Minister and the Deputy Prime Minister in charge. Some specific contents are as follows:
The Council members include 1 Chairman: the Deputy Prime Minister; 2 Permanent Vice-Chairmen: the Minister of Industry and Trade and the Minister of Agriculture and Rural Development ; Council members are representatives of the leadership of the Ministries of: Natural Resources and Environment, Planning and Investment, Finance, Science and Technology, and Foreign Affairs; and representatives of the leadership of the People's Committees of several localities.
In terms of function, the Council is an inter-sectoral coordinating organization that advises the Prime Minister on researching, directing, and coordinating the resolution of important, inter-sectoral issues related to the development of the rice industry.
The Council is tasked with researching and proposing to the Government and the Prime Minister policies, strategies, mechanisms, and policies to create a transparent and effective legal environment, ensuring market stability and development, promoting comprehensive and efficient development of the rice industry, contributing to social welfare and national food security, and developing production and exports towards sustainable goals.
To research, advise, recommend, and propose to the Prime Minister directions and solutions to address important, inter-sectoral issues in the development and implementation of policies, strategies, mechanisms, and regulations to promote the development of the rice industry.
Assisting the Prime Minister in directing and coordinating among ministries, ministerial-level agencies, government agencies, provincial and city People's Committees, and relevant agencies and organizations in resolving important, inter-sectoral issues in the development of the rice industry.
Assisting the Government and the Prime Minister in coordinating, monitoring, and inspecting the implementation of inter-sectoral strategies, programs, mechanisms, policies, and projects related to rice.
Provide opinions on strategies, programs, mechanisms, policies, etc., related to the rice industry that fall under the decision-making authority of the Government and the Prime Minister.
Closely coordinate with ministries and agencies to gather information and conduct analyses and assessments on the production and export situation of the rice industry.
