Adjustments to Phase 1 of the Long Thanh International Airport Project
The Government Office issued Notice No. 84/TB-VPCP dated March 7, 2025, summarizing the conclusions of Deputy Prime Minister Tran Hong Ha at the meeting on adjusting the Long Thanh International Airport construction investment project, phase 1.

The construction of Long Thanh International Airport aims to create a crucial international airport for the nation.
The announcement stated that on March 4, 2025, Deputy Prime Minister Tran Hong Ha chaired a meeting on adjusting Phase 1 of the Long Thanh International Airport construction investment project (the Project). After hearing reports from the Ministry of Finance and the Ministry of Construction , and the opinions of the attendees, Deputy Prime Minister Tran Hong Ha requested the Ministry of Construction to incorporate all the opinions of the attendees to finalize the draft Decision approving the adjustment of the Project.
In particular, the Deputy Prime Minister requested that the tasks assigned to Dong Nai province in the previous decision, which were previously assigned to the Ministry of Transport (now the Ministry of Construction), be clearly defined and reviewed, along with the four confirmed projects, in order to make adjustments in this Decision.
The third runway, taxiway, and several additional items, including capital allocation, objectives, and investor selection, will be assigned to the Vietnam Airports Corporation (ACV) in accordance with the law.
At the same time, the Deputy Prime Minister requested the addition of content regarding the implementation of hangars No. 5 and No. 6 to organize the selection of investors in the near future according to bidding regulations; and a review of the Project dossier (from investment policy dossier, planning dossier, project dossier, etc.) to identify the construction items of the component projects in the draft decision approving the adjustment, ensuring completeness, accuracy, and consistency (such as the aviation logistics area and cargo terminal No. 2, express delivery terminal, goods receiving and delivery warehouses, etc.).
Regarding progress, the Deputy Prime Minister requested an update on the basic completion schedule for the project items in 2025; investors selected for projects such as hangars, cargo terminals, warehouses, connecting infrastructure, etc., must commit to the progress schedule.
The Deputy Prime Minister assigned the Ministry of Construction to take the lead, in coordination with the Ministry of Finance, ACV, Vietnam Airlines Corporation (VNA), and other relevant agencies, in finalizing and taking responsibility for the draft Decision approving the adjustment and supplementary research to provide a basis for implementing the regulations on bidding.
The Chairman of the ACV Board of Directors reported to the Prime Minister on the progress of completing the equipment installation and putting into operation and exploitation of Component 3 and the entire Project.
* According to Decision No. 1777/QD-TTg dated November 11, 2020 of the Prime Minister, the Long Thanh International Airport construction investment project, phase 1, is divided into 04 component projects including: (1) Component Project 1 - State management agency headquarters; (2) Component Project 2 - Air traffic control facilities; (3) Component Project 3 - Essential airport facilities; (4) Component Project 4 - Other facilities.
The goal is to develop Long Thanh International Airport into a key international airport for the nation, aiming to become one of the region's international air transit hubs.
